Commissioner Zimmerman commented that the way the present park dedication
ordinance reads~ developers never have to give a cash dedication, the burden
falls to the person who builds on the land.

Commissioner Shumway noted that the Council should have been included in this
meeting to hear the Commissions' concerns.

Chairman Peterson summarized the meeting as follows.

1. The City needs to hire a consultant to update the Comprehensive Park
Plan and as part of that, to assess the community's park needs.
2. There needs to be greater communication between the public and the
Commissions regarding park dedication issues.
3. The City should look into a more equitable park dedication system;
perhaps requesting both cash and land for dedications so that any
cash dedication can be added into the cost of development.
4. The Planning Commission is not interested in any expansion
to the Mississippi River park given the constraints on the ~ughesby
property. The Park Commission would like to see land adjacent to the
existing park acquired for park development. Both Commissions
requested a legal opinion from the City Attorney regarding the
possible uses of the Hughesby property.
5. Both Commissions agreed that they should meet at least annually.

COMMISSION INPUT

None.

ADJOURNMENT

The joint Planning and Zoning and Park and Recreation Commission meeting
adjourned at 9:35 p.m.

Respectfully submitted,

Anne L.
