Motion by Chairman Donovan, seconded by Commissioner Hetland, to recommend <br />to the City Council that the park dedication be land, to be used for a trail <br />system. Motion carried. <br /> <br />CASE 2: Review plat of Stanhope River Hills regarding park dedication <br /> requirements. <br /> <br />Discussion by members regarding area and use. Chairman Donovan does not <br />want to specify the area. Members not in a position to choose land at <br />this time because they are not familiar with the topography. Members <br />would like to look at the property before requesting the lot. Discussion <br />tabled because of lack of ability to understand property topography map. <br /> <br />CASE 3: Discussion re.gardin~ park dedication requirements. <br /> <br />Chairman Donovan said they are looking at the park dedication requirements <br />because some people felt they are not standard with other communities. <br />Donovan continued that the fee may be low but for the services offered it <br />is fair. <br /> <br />CASE 4: Discussion re~arding management of lights in Central Park. <br /> <br />Residents of Ramsey appeared before the Commission asking what they planned <br />on doing, they had heard many stories, about the lights in Central Park. <br />Homeowners indicated that 10:00 p.m. was late enough to have lights on and <br />there should be some control. Chairman Donovan agreed with not letting <br />the key be available to everyone who wants it. Commissioner Hetland talked <br />to the City Administrator per the last meeting but received no answer. Merle <br />Mevissen talked to the administrator, the lights are now on a timer to go off <br />at i1:00 p.m. Discussion continued on who could possibly turn the lights off, <br />the police department, a paid employee, however a schedule would be needed. <br />Chairman Donovan said the park lighting is a unique idea and it was agreed <br />the parks should be open to everyone, but the lights are for organized sports. <br /> <br />OTHER BUSINESS: <br /> <br />Chairman Donovan announced that he is resigning, effective immediately° <br />said he had through about it seriously and will be writing a letter of <br />resignation.
