CASE #4: <br /> <br />CASE #5: <br /> <br />Motion by Commissioner Liehter, seconded by Commissioner Lokker, <br />to accept park dedication fee - mation passed. <br /> <br />Discussion resardin8 Sketch Plan of Ms. Ann Canis and Mr. Tom Skiba <br /> <br />Ann Norris presented sketch plan of property along Rum River (Junipers <br />Ridge), to be divided into 18 residential lots. Discussion followed - <br />set-back line, scenic river ordinance requirements, no easements <br />existing. Chairman Donovan noted that a park on the river might be <br />a desirable piece of property. Ann Norris noted this is a preliminary <br />idea to get the views of the city. <br /> <br />Motion by Commissioner Lichter to not waive land, seconded by <br />Commissioner Hetland - motion passed. <br /> <br />Dicussion with North Fork resardin~ park dedication requirements <br /> <br />Dennis Peck attended the meeting. Chairman Donovan discussed working <br />on the trail system together. Dennis Peck extended an invitation <br />to the Board to walk over the area. Discussion followed regarding <br />date and time, tentatively set Monday, either May 5 or May 12, at 6:30 <br />p.m. Members will be called to confirm, and will meet at the sales <br />center on Highway 10. Four-wheel drive vehicles were suggested because <br />some areas are not accessible by car. <br /> <br />Members of the Ramsey Snowmobile Club appeared before the Board to request snow- <br />mobile trails be built and maintained by th~ City so that snowmobilers will be <br />legal when they ride and to link up with other trail systems. The club mentioned <br />there is DNR money available for building trails, utilizing tax money from <br />snowmobiles. Lengthy discussion followed between club members and the Board - <br />where the trail would start, width of the trail, neighboring trail systems, <br />a ski trail parallel to the snowmobile trail, and biking/hiking trails. Club <br />members indicated the club would be willing to put up signs in the fall, remove <br />them in the spring, and police the trails. Further discussion regarding the <br />noise levels - the club members indicated the newer machines are quieter, also <br />discussed areas of legal snowmobile use currently in Ramsey. <br /> <br />Chairman Donovan recommended a sub-committee be formed to look at possibilities <br />of trail areas, noting land acquisition a~d easements. Chairman..Donovan asked for <br />volunteers to be on the Committee. Commissioner Hetland,~Claudia .Dodge, Ramsey <br />Community School, and Dennis Olson, Ramsey Snowmobile Club, volunteered. <br /> <br /> Chairman Donovan expressed his appreciation for the club members coming to the <br /> meeting regarding responsible snowmobiling. <br /> <br /> Merlin Otto, Hawkinson & Anderson, presented a tentative sketch plan to the Board <br /> for. Gentzat~Jrk. He noted the park has wooded areas, Rum River access, wetlands <br />-~Vrelatively flat areas. Suggestions included a 'picnic chelter, an additional <br /> ballfield, and a tot lot. Discussion followed regarding the extension of 116 <br /> through the park, and active use concentrated in the north area and possible <br /> hiking in the south part. Pedestrian access, bike paths, bridge over the wetlands <br /> area, auto access, picnic area, and conflicts to residents neighboring the park <br /> were also discussed. Concern noted regarding lighted fields and tennis courts, and <br /> agreement reached they will not be lighted because of the residents neighboring <br /> the park. <br /> <br /> <br />
