<br />Councilmember Johns introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #15-05-134 <br /> <br /> <br />RESOLUTION #15-05-134 APPROVING PLAYGROUND AND SITE IMPROVEMENTS <br />FOR ELMCREST PARK <br /> <br /> <br /> WHEREAS <br />, access to parks, trails, open space, and recreational playground areas, are <br />essential to the quality of life, health and welfare of the city of Ramsey’s residents; and <br /> <br /> WHEREAS <br />, it has been determined that Elmcrest Park requires a community playground <br />to fully serve resident’s needs, now and into the future; and <br /> <br /> WHEREAS <br />, the City issued a comprehensive Request for Proposals for a ‘Turn <br />Key’project that included design, drainage, landscape, border, play equipment, with installation; <br />and <br /> <br /> WHEREAS <br />, the funding for the playground has been accounted for by way of a <br />$100,000 appropriation within the 2015 Parks Capital Improvement Program, from the Lawful <br />Gambling Improvement Fund; and <br /> <br />th <br /> WHEREAS <br />, on May 14, 2015, the Park and Recreation Commission met and ranked <br />the five proposals received, finding that both the first and second choice vendor’s proposals <br />meeting the intent of the RFP; and <br /> <br />st <br /> WHEREAS <br />, on May 21, 2015 the first of the top two proposals withdrew in writing <br />due to not fully accommodating the cost of site grading required for the installation. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />1) That the City Administrator, or at his direction, the Parks & Assistant Public Works <br />Superintendent is hereby authorized and directed to enter into an agreement with St. Croix <br />Recreation Fun Playground Inc. for all improvements specified within their $90,000 dollar <br />proposal. <br /> <br />2) That Staff shall complete other site improvements at Elmcrest Park following the <br />conclusion of the community building project like irrigation, resupplying the drinking <br />fountain and misting station, and blacktop trail restoration within the $100,000 balance of <br />the appropriation from the Lawful Gambling Improvement Fund . <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Shryock and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor Strommen <br /> Councilmember Johns <br /> <br />
