It was also discussed that the Park Board members appreciate having Deputy
Clerk Sheila Beyer and Council Secretary Sylvia Frolik in attendance at the
meetings. In doing away with their attendance, the Park Board was really
moving backwards rather than forwards in increased effectiveness.

In light of this discussion, a motion was made by Commissioner Hetland and
seconded by Commissioner Johnson to remove the secretary role from the
Community School Coordinator and return it to City Staff as was the past
practice.

Motion was carried. Voting yes: Commissioners Donovan, Hetland, Johnson,
Lokker, Rustad and Looyen. Voting no: None. Absent: Commissioner Lichter.

Ms. Margaret Beissel appeared before the Commission. She expressed
appreciation for the facilities at Central Park. She then discussed several
other items with the Park and RecreationCommission, as follows:

1) Coordination of scheduling fields between girls softball and boys
baseball;

2) Scheduling of adult teams in Central Park;

3)

Last spring she felt there was a problem with the adult teams and
their use of alcohol around youth teams. The Park Board commented
that they would contact Fritz Anderson and perhaps just a reminder
from him would help the adult teams discipline themselves. Also, if
the coaches feel that it is a serioUs problem, the police should be
con tac ted;

4) Would the bleachers be installed at Central Park?

~: Cit_v's_Einancial Involvement_in the Anoka~Ice Arega:

Commissioner Hetland stated that the Anoka Area Hockey Association would like
to add an additional sheet of ice to their facility. At the present time, the
Anoka Association has a great deal of Ramsey youth participating in a very
successful program. What should be the role, if any, of the City in helping
finance the proposed expansion of the existing facility? No conclusions were
reached, but it was suggested that perhaps a joint commission composed of the
cities involved might investigate the City's future action.

The meeting adjourned at 8:35.

Respectfully submitted,

Dennis Donovan
Acting Secretary

February Z1, 1985
Page Z of Z
