Case #1: Dis.¢uss~on O~ Capital Improvement Plan Fo~ .park D~velopment;

The Commission prioritized Park needs for the next five years as follows:

1. Bleachers at Central Park.

2. Lighting at existing fields.

3. Tennis courts at Central Park and River's Bend Park.

4. Creative Play equipment at Central Park and River's Bend Park.

5. Park building at Central Park for concession sales, storage, rest rooms
and canopy picnic area.

6. Additional equipment needed for maintenance of parks, i.e., mowers.

Discussion ensued regarding having City Planner Anne Norris review the
proposed layout of Central Park and that it will probably be necessary to
retain an electrical consultant to layout a lighting plan for Central Park.

Case #2: Pa~ .BQard And Ra~sey Co, unity Education Task Force~

Chairman Donovan stated that Council has appointed him to a Community
Education Task Force; there have been a couple meetings held; and the Task
Force will be reporting their total assessment of the Community School
Program to Ramsey Council about the middle of December.

Commissioners Lichter and Johnson stated that there are inequities in the
Community School Program:

1. All of Ramsey, through their tax dollars, contributes to the Ramsey
Community School Program and there are actually several community
school programs serving the people of Ramsey (Parker elementary in
Elk River, Lincoln and Franklin in Anoka, and Ramsey).

2. Some Ramsey residents are paying for a program their children can't
even participate in because of the time factor involved in getting
home from their school and over to Ramsey elementary.

Case #3: Letter of Application By_ Marle~n Looyen For The Expiring Term Of Terry McLean:

Motion by Commissioner Lokker and seconded by Commissioner Lichter to
accept Marleen Looyen's request to serve on the Park and Recreation
Commission to replace Terry McLean and said term to expire on 10/31/87.

Motion carried.
