Special Charter Commission public hearing dated February 15, 1984. LETTERS AND COMMUNICATIONS The Park Commission noted the following: 1. Letter from Chairman Donovan to Mr. Arne Stefferud regarding the Issues Paper on Local Park Grants. 2. Letter from Sheila Beyer to Mr. Tim Kelsey regarding his time spent flooding the rinks at the Ramsey Elementary School. PARK COMMISSION BUSINESS Case #1: Plans and Specs For the Rebidding Of Irrigation System For Central Park: City Engineer Peter Raatikka stated that Council has order for rebids on the Central Park irrigation system for March 20, 1984. Some revisions have been made to the specs in order to bring the system costs down. One of the revisions is to go with a 300 gallon/minute well rather than a 550 gallon/minute well. This revision could save the City roughly $22,000.00. The specs have also gone to a 30 Hp pump rather than a 60 Hp pump. Mr. Raatikka then noted that Mr. Schnelle received a letter from Aqua Line Engineering regarding a new sprinkler system they have developed with what they call a Hunter Head; it is not as heavy duty as the Toro Recreational Head but it is lighter weight and more easily replaced. The cost of the Hunter Head is $18.00 versus the Toro Recreational Head at $80.00. A savings of $8,000 - $10,000 could be realized going with the Aqua Line system, over and above the $22,000 savings on the well and pump. Mr. Raatikka stated that an additional $5,000-$6,000 saving could be realized by eliminating in-field sprinkling system; that an alternative would be to install a coupler and manually spray the in-fields with hoses as required. Commission consensus is that the bids should go out with as many options as possible and all options can be explored at the time bids come in. Mayor Gamec was present and stated there is a good possibility that hockey fathers will want to construct a hockey rink at Central Park and a water line to serve the rink should be included in the specs. Commissioner Lichter suggested a gate valve also be included in the specs to control rate of water flow. Motion by Commissioner Lokker to recommend rebidding of the Central Park irrigation system with down sizing of the well, water line to serve hockey rink, use of a coupler to service in-fields and gate valve.
