Mayor Gamec stated that Coon Rapids has determined that land containing <br />public utilites is too valuable to the City to place parks on and even with <br />the higher density housing they have decided to go with the larger centrally <br />located parks. <br /> <br />Chairman Donovan inquired as the Park Fee for Norm Holm's Flintwood II. <br /> <br />Mayor Gamec stated that the park fee was compensated with road easements and <br />land deeded to the City Public Works property. <br /> <br />Chairman Donovan commented that the City needs development, but the Park <br />Board should not have to bite the bullet go get that development. <br /> <br />Commissioner Hetland stated that Flintwood II is a large development and <br />probably justifies having it's own neighborhood park; it is not likely <br />that all future developments in Ramsey will be that large and require <br />neighborhood parks. <br /> <br />COMMISSION INPUT <br /> <br />Chairman Donovan noted that the City of Eagan has also sent a letter to the <br />Metro Council questionning their policy of urban needs being prioritized <br />over rural needs. <br /> <br />Mayor Gamec stated that he and Commissioner Lichter, as members of the Charter <br />Commission, have been defending park development in Ramsey. There is the <br />argument that the park bond issue was voted down and tax dollars should not <br />be spent to develop Central Park. There are a couple of councilmembers in <br />opposition to spending on the Community School Program along with developing <br />Central Park to benefit RYAA. <br /> <br />Chairman Donovan stated that they better take a look at the whole economic <br />idea -- if they think they can attract high ranking businesses and not <br />provide any services, they are crazy. We have to decide which way we are <br />going to go; if we are not going to provide any services, we are not offering <br />anything as a City. If we can't offer services, admit it and leave the City <br />just as it is but let's be up front about it. <br /> <br />Councilmember Schlueter was present and stated that the JayCee's are working <br />on a 10th anniversary celebration for the City.
