Page 2 <br />P & R Minutes <br />February 16, 1978 <br /> <br />All applications are reviewed, site inspected and rated by priority <br />both by Mr. Jambois' agency and a committee from the Metropolitan <br />Council. He indicated there was a fair balance and representation <br />of the Human and Natural resource interests between the two committees. <br />Ramsey's area along the two major rivers would have some good appeal <br />for funding. <br /> <br />Grants can be obtained through joint efforts with others in the same <br />governmental jurisdiction such as Anoka County. Volunteer equipment <br />and labor can be considered in the local matching fund portion if <br />proper records for these items can be kept. Funds are available for <br />land acquisition as well as development or both. Land acquisition <br />must be carefully handled in that it must not have been purchased <br />prior to application for grant and must meet strict governmental re- <br />quirements regarding the owner receiving fair market value. There <br />are no limits to the number of grants nor the number of times grants <br />may be applied for, howevem, it would not be prudent to submit too <br />many. Good planning, a real need and tenacity might be the key. <br /> <br />He suggested for snowmobile trails the Department of Natural Re- <br />sources has a program and some funds that we might contact someone <br />from there for that information and Nancy Mahle of the Department <br />of Transportation could give us information about bicycle programs. <br /> <br />General criteria requirements include a five year plan.- The committee <br />will be discussing the preparation of that in the near future. <br /> <br />Mr. Jambois assured us we would be on themailing list for the packet <br />of information that will be sent out in May or June. <br /> <br />Mr. Jim Gallagher o~ the Ramsey Ranger Saddle Club appeared regarding <br />plans for the newly acquired Titterud property which the Saddle Club <br />has been using for a number of years. They are interested in using <br />the property again this year or until plans are made for some <br />specific use. The existing arena and announcer booth need some repair. <br />The Club is willing to do maintenance, upkeep and cooperate however <br />possible. He suggested this type of arena might have a winter use <br />as a hockey rink. The Club has been paying for the electric power <br />and would continue doing so for their use. There are currently <br />38 families in the Club and one of the big functions each year is when <br />they ride guard for the Aero Fair. <br /> <br />The Committee suggested to Mr. Gallagher he put some of the ideas, <br />needs and offers on paper and get back to our next meeting or call <br />us for a special meeting. In the meantime John Lichter is to contact <br />Phil Nereson regarding technicalities and insurance problems with <br />this continued use as City property. <br /> <br /> <br />
