CC Regular Session <br />Meeting Date: 06/23/2015 <br />By: Tim Gladhill, Community Development <br />4. 5. <br />Information <br />Title <br />Adopt Resolution #15-06-160 Approving Exterior Materials for Salt Storage Structure at 6228 Highway 10 NW; <br />Case of Countryside Services <br />Purpose/Background: <br />The purpose of this case is to consider approval of a membrane structure for Countryside Services for the purpose <br />of creating a salt storage bin located on their new property located at 6228 Highway 10 NW. Countryside Services <br />is a retail/employment combination business. The retail component consists of truck accessory sales to the general <br />public. Countryside Services also provide contracting and professional services to customers such as grading and <br />snow removal. It is due to the snow removal component of this business model that a structure is needed for the <br />operation of the business. <br />Notification: <br />Notification is not required for this request. <br />Observations/Alternatives: <br />The Subject Property is located in the E-1 Employment District. Per City Code Section 117-117, outside storage is <br />a permitted use. The Property Owner desires to store salt for winter operations on the site, a practice that currently <br />exists at their current location. Salt needs to be protected from moisture, so a cover is required. Furthermore, said <br />section states that the City Council may approve other exterior/architectural materials. <br />Staff has been working with the Property Owner for several weeks to identify a quality material following industry <br />standards. Staff believes that the proposed membrane structure is an appropriate application in this instance as it <br />follows industry standards. The structure will not be used for storage of any other equipment or materials. The City <br />does have in place a Property Maintenance Code to respond to maintenance and aesthetic issues if it does become <br />an issue. Furthermore, Staff believes that the proposed structure is of better architectural quality than the current <br />structure used by Countryside Services at their current location. The City has approved similar requests in the past <br />for salt storage, as it also provides protection from said salt from entering the City's stormwater system. It is noted <br />that the primary structure itself is a metal panel building. <br />Funding Source: <br />All costs associated with processing the Application are the responsibility of the Applicant. <br />Recommendation: <br />Staff recommends approval of the request. <br />Action: <br />Motion to adopt Resolution #15-06-160 approving exterior materials for a salt storage structure to be located at <br />6228 Highway 10 NW. <br />Attachments <br />Site Location Map <br />
