Information Title Adopt Resolution #15-06-160 Approving Exterior Materials for Salt Storage Structure at 6228 Highway 10 NW; Case of Countryside Services Purpose/Background: The purpose of this case is to consider approval of a membrane structure for Countryside Services for the purpose of creating a salt storage bin located on their new property located at 6228 Highway 10 NW. Countryside Services is a retail/employment combination business. The retail component consists of truck accessory sales to the general public. Countryside Services also provide contracting and professional services to customers such as grading and snow removal. It is due to the snow removal component of this business model that a structure is needed for the operation of the business. Notification: Notification is not required for this request. Observations/Alternatives: The Subject Property is located in the E-1 Employment District. Per City Code Section 117-117, outside storage is a permitted use. The Property Owner desires to store salt for winter operations on the site, a practice that currently exists at their current location. Salt needs to be protected from moisture, so a cover is required. Furthermore, said section states that the City Council may approve other exterior/architectural materials. Staff has been working with the Property Owner for several weeks to identify a quality material following industry standards. Staff believes that the proposed membrane structure is an appropriate application in this instance as it follows industry standards. The structure will not be used for storage of any other equipment or materials. The City does have in place a Property Maintenance Code to respond to maintenance and aesthetic issues if it does become an issue. Furthermore, Staff believes that the proposed structure is of better architectural quality than the current structure used by Countryside Services at their current location. The City has approved similar requests in the past for salt storage, as it also provides protection from said salt from entering the City's stormwater system. It is noted that the primary structure itself is a metal panel building. Funding Source: All costs associated with processing the Application are the responsibility of the Applicant. Recommendation: Staff recommends approval of the request. Action: Motion to adopt Resolution #15-06-160 approving exterior materials for a salt storage structure to be located at 6228 Highway 10 NW.
