Mr. Clayton Berg stated that some of the easement appropriations are for only
$6.00 or $7.00 and that he feels property owners would be more inclined to
stop in at City Hall and sign the easement if it were for some amount like
$25.00.

Motion by Councilmember Cox and seconded by Councilmember Reimann to set a
$25.00 minimum on easement appropriation.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Van Wagner, Cox,
Sorteberg and Reimann. Voting No: None.

State Local Government Aid - Mayor Gamec stated that the League of Small
Cities does not want to be involved in Ramsey's pending law suit and
further requested that Ramsey delay serving papers because changes have been
recommended and these changes will be made public after a hearing to be
held on January 27, 1982. He also stated that he then asked City Attorney
Goodrich to delay serving the papers until after January 27, 1982.

Councilmember Cox stated that at the last Council Meeting the City Attorney
was directed to proceed with the law suit and and that he would like to know
why the City Attorney held back action on the word of one councilmember. He
also stated that his experience with government has taught him that no drastic
change should be expected. We have tried'to go through the normal processes
and now we have to move ahead with our legal action.

Mayor Gamec inquired as to Council's feelings on whether or not to proceed
with the law suit.

Council was in favor of proceeding with the law suit.

Mayor Gamec advised City Attorney Goodrich to proceed with the law suit and
that he is comfortable with leaving his name on the legal documents.

Landfill - City Attorney Goodrich stated that he, Mayor Gamec and Councilmember
Cox met with Mayor and Attorney for City of Anoka and Landfill operators on
January 14, 1982. He stated they discussed a proposed contract between City
of Anoka and Ramsey for the future landfill ownership. The Anoka representa-
tives then took this information to the City Council on January 18, 1982 and
were instructed to draft a counter-proposal which will be presented to
Ramsey sometime during the second week of February, 1982. We are continuing
to renegotiate with the City of Anoka concerning this subject and will
report back to the Council on future developments.

COUNCIL NEW BUSINESS

Case #1 Sign Permit, Request For; Case of Super Bowl, Inc.:

Motion by Councilmember Van Wagner and seconded by Councilmember Reimann to
approve Super Bowl's request to relocate their sign on Mr. Joe Sentryz'
property adjacent to T.H. #10.

Motion carried.
