Motion by Councilmember Cox to adopt Resolution #82-31 ordering improvement <br />and preparation of plans for 167th Avenue NW (CSAH #5 to STH #47) to be <br />financed totally through MSA funds. (Please refer to resolution file for <br />Resolution #82-31). <br /> <br />Councilmember Reimann seconds the motion for discussion. Councilmember <br />Reimann stated that any benefitted property requiring a totally new culvert, <br />should be assessed for that culvert. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox <br />and Reimann. Voting No: None. Absent: Councilmember Van Wagner. <br /> <br />Council consensus is to plan for urban section up to Quicksilver and <br />utilize rural section the rest of the way. <br /> <br />It was brought up at the meeting that there have been many questions from <br />the public regarding improvements to be made to TH #47 and 167th Avenue. <br />Council authorizes City Staff to send a letter to all property owners in <br />this area explaining improvements to be made and the funding of the <br />improvements. <br /> <br />COUNCIL NEW BUSINESS <br /> <br />Case #1: Consideration of Legality of City Street For Kenneth Miller: <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann <br />authorizing the City Building Official to 'issue a building permit to <br />Mr. Kenneth Miller in the best manner possible to be consistent with <br />City ordinance. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox <br />and Reimann. Voting No: None. Absent: Councilmember Van Wagner. <br /> <br />Case #2: Request For Conditional Use Permit For A Taxidermy Shop; Case <br /> of Mr. Norman J. Thurmer, Jr.: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox to <br />approve the findings of fact for Mr. Norman J. Thurmer's request for <br />conditional use permit for a taxidermy shop in his residence <br />Motion carried. 'Voting Ye~: Mayor Gamec, Councilmembers Sorteberg, Cox, <br />and Reimann. Voting No: None. Absent: Councilmember Van Wagner. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox to <br />deny Mr. Norman J. Thurmer's request for a conditional use permit for a <br />taxidermy shop in his residence at 15001 Zeolite Street N.W., based on <br />the findings of fact, that the shop will create more traffic in the <br />area, and that it is a type of business that should be conducted in a <br />commercial area because of retail sales. <br /> <br />Motion carried.
