COUNCIL OLD BUSINESS

Case #1: Rezoning, Request for; Case of Mr. Robert Muller:

Councilmember Cox stated that Councilmember Van Wagner requested this case
be put on the agenda because she is in favor of going back to B-1. Council-
member Cox stated that he too is in favor of going back to B-1.

Councilmember Sorteberg agreed, also.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt
Ordinance #82-8 which is an amendment to Ordinance #82-5 deleting paragraph
(d) of said Ordinance #82-5.

Motion carried.

Roll Call Vote:

Councilmember Sorteberg - Aye
Councilmember Reimann - Aye
Mayor Gamec - Aye
Councilmember Cox - Aye
Councilmember Van Wagner - Absent

Case #2: Ramsey's Second Sanitary Sewer Connection, Request for; Case of
Mr. Norman Holm:

Mr. Hawkinson, Chief Engineer, was present at the meeting to represent Mr. Holm.

Mr. Hawkinson urged Council to accept conditions set by the Metro Council in
regards to the Comprehensive Plan in order to obtain the second sanitary
sewer connection.

John A. White - Part-owner of Lindsay Farms - We have donated park land to
Ramsey on the promise of sewer in order for better development.

Jack Menkveld - Landowners have been holding in anticipation of sewer service,
paying taxes for many years and sewer keeps getting pushed out. The 10
acre minimum might be more workable than the 2½ acre minimum the City is
pushing for and the City might have to make some concessions to the Metro
Council in order to get the much need second sewer connection. City should
not ignore an area that is all ready for sewer.

Councilmember Cox - If the Metro Council is going to impose restrictions on
growth, then they too should make some concessions. We should express
to Met Council to request Congress to change formula for taxing on unimproved
lots. We should not give in to the Met Council and allow them to rape our
community.

Art Raudio - I have been waiting 7 or 8 years. Now is the appropriate time
to take some action.

Mayor Gamec - Personally, I feel we should push for the second connection.

Councilmember Cox - Metro funds are for the interceptor and if we don't
get the interceptor in our Comprehensive Plan, we could very well end up
having to pay for it ourselves.

C/March 23, 1982
Page 9
