Terry Luke - 14250 Bowers Drive - Mr. Luke stated that the blacktop on the <br />second addition of Mississippi Acres has really busted up. <br /> <br />Council authorizes City Staff to perform an inspection of the blacktop in <br />this area. <br /> <br />Case #3: Approve Of Resubmitting Comprehensive Plan To Metropolitan Council <br /> Staff For Review And Approval: <br /> <br />City Administrator Schnelle reviewed the following with the Council: <br /> <br />Mr. Robert B. Ryan's, Metro Council Staffmember, letter dated <br />March 9, 1982 to the City of Ramsey regarding Ramsey's Comprehensive <br />Plan Review. <br /> <br />2. Memorandum of Understanding. <br /> <br />City Assessor's memos to City Administrator regarding land value <br />as per size building lot and difference in value of 10 acre lots, <br />platted and unplatted. <br /> <br />Councilmember Cox stated that he is not in favor of the unfair assessing <br />and limited development that has been put upon Ramsey property owners. <br /> <br />Mayor Gamec arrived. <br /> <br />Art Raudio Council should agree to terms set by the Metro Council in <br />order to get the second interceptor, proceed to develop as the City <br />requires, and let the Metro Council then try and prove that the City is <br />not using good planning. <br /> <br />Councilmember Reimann - Stated that he is in favor of going along with <br />terms set by Metro Council, and if the City of Ramsey grows faster than <br />anticipated, City could apply for amendments to the Comprehensive Plan. <br /> <br />Mayor Gamec stated that he feels the Metro Council will loosen up within <br />the next couple of years. <br /> <br />Motion by Councilmember Cox: "I make the following motion under protest <br />that the State Legislators have delegated authority to a non-elected <br />quasi governmental body which dictates policy in the Land Use Planning <br />of the City of Ramsey which is supposed to be accomplished by the duly <br />elected Councilmember of this City." The motion is seconded by <br />Councilmember Van Wagner (stated she seconded this motion under duress) <br />to resubmit the Ramsey Comprehensive Plan in accordance with the <br />corrections as contained in Mr. Robert Ryan's, Metro Council Staff <br />Member, letter dated March 9, 1982 which requested that City's plan <br />reflect the following changes: <br /> <br />a. Reduce the size of the 1990 urban service area (sewered area) <br /> to approximately 1,000 acres. <br /> <br />b.
