Councilmember Reimann stated that in reference to Mr. Charles Weaver's letter <br />of August 30, 1982 regarding Anoka County's Candidate Landfill Site P, Site P <br />should not be included on the list of suitable locations for a landfill. <br /> <br />Mayor Gamec stated that he attended a meeting on the morning of September 13, <br />1982 at the Anoka County Court House and it was reported that the Metro Council <br />will make no delays and Site P will be recommended as a candidate for a landfill <br />site. It was also reported that the Metro Council has a commitment from <br />Legislature that a system for compensation will be arrived at this year. Also, <br />a gentleman from United Power Association gave a demonstration and talk on the <br />possibility of installing an electrical plant generated from the methane at <br />the site. Mayor Gamec stated that he let it be know that nothing will be <br />developed at the site until Ramsey knows who the owner of that property is going <br />to be. Mayor Gamec stated that the City Attorney has looked into the legal aspect <br />of obtaining a restraining order, that the Legislature has designated the Metro <br />Council to make decisions regarding candidates for landfill sites, and the <br />process cannot be stopped. <br /> <br />Mr. Schnelle stated that Ramsey needs an engineering report to back up it's <br />opposition to the landfill and the cost to put Site P into operation is <br />astronomically high. <br /> <br />Mayor Gamec stated that if Hennepin County creates a garbage district and turns <br />to burning garbage, it could very well be that there will be no Site P and <br />Ramsey garbage would be shipped to Hennepin County. <br /> <br />Mr. Schnelle stated that Ed Fields pointed out that Ramsey could end up being <br />taxed for the landfill if it does not pay for itself. <br /> <br />Councilmember Cox stated that Mr. Renner (located just North of Mate Tool & <br />Die) has drilled a well and geologists find that there is acquifers from the <br />landfill in that area. Councilmember Cox also stated that it might be good <br />if a private enterprise wanted tO extract the methane to generate power, that <br />it would benefit everybody. <br /> <br />Mayor Gamec stated that he finds it disagreeable that the County wants to develop <br />a methane plant, but won't commit to buy the land. <br /> <br />Councilmember Cox stated that the landfill would be the heart of the tax base <br />for this community in future years. The sad part is that the private sector <br />has paid the freight for years and because of government's inability for good <br />planning, the private sector is going to be penalized, It is a shame that the <br />government can take away the backbone of the community. <br /> <br />Motion carried.
