PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing was called to order by Councilmember Reimann regarding <br />Improvement Project #82-4, Bowers Drive, Third Addition, proposed assessments <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />at 8:00 P.M. on Wednesday, September 29, 1982. <br /> <br />Members Present: <br /> <br />Councilmember Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember Sue Van Wagner <br />Councilmember A1 Sorteberg <br /> <br />(Acting Mayor) <br /> <br />Also Present: <br /> <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br />City Administrator Lloyd Schnelle <br />City Building Official Clayton Berg <br />Reporter Eric Sandin <br /> <br />Members Absent: Mayor Thomas Gamec <br /> <br />Mr. Raatikka explained to the audience that the reason for conducting the <br />assessment public hearing before the completion of the project was to get <br />the assessments on the 1983 tax roles, which will save the property owners <br />one years interest. <br /> <br />Mr. Raatikka then gave a slide presentation of the project and the assessment <br />costs. <br /> <br />Mr. Raatikka informed the audience that the assessments can be paid in 30 <br />days with no interest or if it is paid by November 12, 1982, it will not <br />go on the tax roles or it can be paid off any year after this provided it <br />is done before November 15. <br /> <br />Mrs. Pearson - 8846 Hwy. 10 - I am being assessed for two units in this area. <br />Do I have any other option, other than paying, seeing as it is farmland? <br />If I prepay, where do I do so? <br /> <br />Mr. Schnelle informed Mrs. Pearson that she could go with Green Acres, which <br />means that the assessment would be deferred until she sells the property, at <br />which time the principle and interest must be paid. He further stated that <br />the interest will run for the 10 year period. Mr. Schnelle informed Mrs. <br />Pearson that she could pre-pay at Ramsey Municipal Center. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Van Wagner to adjourn <br />the public hearing. <br /> <br />Motion carried. Voting Yes: Councilmembers Sorteberg, Cox, Van Wagner and <br />Reimann. Voting No: None.
