$225.00 billed to Mrs. Patricia Bayer's residence. <br />file for Resolution #82-155). <br /> <br />(Please refer to resolution <br /> <br />Further Discussion: Councilmember Reimann stated that it has been City policy <br />to bill property owner regardless of the circumstances, and if the City writes <br />this bill off, it may set a precedence_and will cause added expense to the <br />citizens of Ramsey. He further stated that the fire bill is the responsibility <br />of person or persons involved and the City should be consistent. <br /> <br />Motion Denied. Voting Yes: Councilmember Cox and Sorteberg. Voting No: <br />Councilmembers Van Wagner, Gamec and Reimann. <br /> <br />Case #8: Engineering ( A. Request For Authorization To Make Partial Payment <br /> On Street Projects #82-1, 2, 3, 4, 5, 6, 7, and 8; B. 167th Avenue <br /> <br />NW Proposed Extension; C. Correspondence .Rg~a.rding 167th Avenue NW): <br /> <br />a) <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Reimann to <br />adopt Resolution #82-155 approving City Engineer Raatikka's letter dated <br />October 20, 1982 requesting partial payment authorization. Further, to <br />authorize the Mayor and City Administrator to sign said document for the <br />City. (Please refer to resolution file for Resolution #82-155). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Cox and Van Wagner. Voting No: None. <br /> <br />Council recessed at 9:07 P.M. <br /> <br />Mayor Gamec called the regular Council Meeting back to order at 9:47 P.M. <br /> <br />Terry Hendriksen - Drainage problem caused by improvements to Cty. Rd. #56: <br /> <br />Mr. Hendriksen stated that his position is that there is water intrusion on his <br />property in Ramsey caused by construction on Cty. Rd. #56 and regardless of the <br />fact that it is the County, that water intrusion problem is illegal. The <br />County will only offer overall settlement of condemnation of my property and <br />they are two separate issues. I approached City Council two months ago seeking <br />help and support in this matter and Mr. Raatikka has helped but no progress <br />has been made to speak of. <br /> <br />Mr. Schnelle stated that he has talked with County Commissioner Ed Fields and <br />Ed said the problem would be resolved. <br /> <br />Councilmember Cox stated that Mr. Raatikka should meet with the County Engineer <br />and we should have an understanding with Mr. Hendriksen that he is in agreement <br />with what we are proposing from the County -- that the County slope Mr. Hendrik- <br />sen's front yard and fill in the ditch so that the water drains to the south <br />towards the culvert across Ramsey Blvd. <br /> <br />Mr, Hendriksen stated that he has already tried a verbal understanding with <br />Asst. County Engineer Redepenney, City Engineer Raatikka, City of Ramsey and <br />Anoka County. <br /> <br />Councilmember Cox stated that it would not be a verbal understanding this <br />time, that it will be documented in Council minutes. <br /> <br />Mr. Hendriksen requested that the City Council admit that there is a water <br />problem and either have the County cure it or take legal action. <br /> <br />C/October 26, 1982 <br /> Page 11 of 18 <br /> <br /> <br />
