Councilmember Cox stated that there will be a meeting December l,
1982 regarding Waste Management Advisory Committee. Because of
the large size of this committee, two sub~comittees are being
formed: Landfill Abatement and Compensation and Mitigation.
Councilmember Cox stated that he doesn't know if he will ever be
in a position to represent Ramsey, but should that situation
arise, he would like some direction from Council. Mr. Cox
stated that at this point he feels Site P should be eliminated
and Ramsey will have to accept somewhat of an expansion of the
present site. Councilmember requested a majority feeling from
Council and stated that in no way was he going to try and
establish a policy for the community of Ramsey.

Mayor Gamec agreed that it is time for Ramsey to take a stand,
force direction, and first priority is ownership. Mayor Gamec
also stated that Ramsey has to make a positive out of a negative.

Councilmember Sorteberg stated that he sees no need for expansion
until the present site is capped the way it was supposed to be.

Mr. Schnelle inquired as to Council's stand on hazardous waste
facilities being located in Ramsey.

Councilmember Cox stated that a hazardous waste facility is
much safer than a landfill because of strict regulations that
go with it. He further stated that he is not encouraging a
hazardous waste in Ramsey, but it could enhance industrial
growth.

Mayor Gamec directed that a letter be sent to the Hazardous
Waste Board stating that Ramsey should not be-considered a
suitable location for a hazardous waste facility because Ramsey
does not meet the following criteria:

Ramsey does not have the amount of sewer capacity
designated to the City.

It would restrict the growth of other businesses
moving into the City.

c. Danger of railroad crossings.

d. No fire protection near by.

Waste would have to travel through high density population
in order to get to Ramsey.

Mr. Raatikka brought up the matter of the stop sign at Sunfish
and Industry Blvd.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg
to adopt Resolution #82-163 requesting the Anoka County Highway Department remove
the north/south stop sign at the intersection of Sunfish Lake Blvd. NW and Industrial
Blvd. NK4 in Ramsey. Please refer to resolution file for Resolution #82-163,
Mot~ion carried. Voting Yes: Mayor Gamec, Councilmembers Cox,
Sorteberg, Reimann and Van Wagner. Voting No: None.

C/November 23, 1982
