Case #4: Conditional Use Permit Request~ Case Of Mr, Ed Reinke,

8059 - 154th Avenue NW:

Mr. Reinke and Mr. Steven Pihlaji (Mr. Reinke's attorney) were
present.

Mr. Philaj~ stated that Mr. Reinke is requesting a temporary
conditional use permit to store snow plowing equipment at his
residence, and that in April of 1983 he will either sell or move
the equipment. Mr. Philaja further stated that Mr. Reinke's
financial situation prevents him from renting commercial space
to store the equipment.

Mayor Gamec stated that the City is very opposed to this type
of request and that the City cannot bend it's rules on the basis
of the state of the economy.

Councilmember Van Wagner noted that the proposed agreement does
not state how many pieces of equipment are to be stored at the
residence.

It was then noted that the request is for two dump trucks, one
pick-up, one blade and one bobcat and Mrs. Reinke's private
vehicle.

Councilmember Cox inquired as to how Mr. Reinke could provide
adequate off-the-street parking for employees on a one acre lot.

Mr. Reinke replied that he only has two employees.

Mayor Gamec stated that if the request is approved, it should
be noted that no extension will be granted.

Mrs. Duvall (neighbor of Mr. Reinke) - As stated in petition,
we are not in objection to Mr. Reinke storing the equipment,
but the equipment is driven in and out of neighborhood and it
is creating a safety hazard to the children in the area. She
also stated that the business is a terrible eye sore.

Marguerite Henke - 8062 154th Avenue NW Stated that Mr. Reinke
moved into the neighborhood three months ago and brought with
him 3 trucks, bobcat, trailer, tractor, rake, 3 or 4 private
vehicles and proceeded to run a business. He is also performing
annoying maintenance work on these vehicles, including welding.
She stated that she is very upset and that a petition has been
submitted, signed by 24 families, in objection to this business.
Mr. Reinke's business is a depreciation to surrounding property,
it will open up the area to similar requests. This is a resi-
dential area and there is concern for the safety of the children.
The noise level from this business is considerable and traffic
has definitely increased. She also stated that there is no
culvert at the second driveway and she does not want the run-off
in the Spring and that Mr. Reinke's business went into operation
without prior approval.

Mr. Reinke replied that the only maintenance work he has done
at his residence was to install blades on the trucks and that
took two days.. He also stated thlat he' w-~s adv~s~ed not to install

C/November 23, 1982
