Johnson, Manager <br />Waste Management of Minnesota, Inc. <br />14370 Sunfish Lake Blvd. <br />Anoka, ~[N 55303 <br /> RE: <br /> <br />Amendment to permit SW-94 <br /> <br />Dear Mr. Johnson: <br /> <br />This amendment refers to permit no. SW-94 dated Septen~ber 28, 1972 <br />for the construction and operation of the Anoka Municipal Landfill <br />in Sections 22 and 27, T32N, R25W, City of Ramsey, Anoka County, <br />and to your permit amendment application dated April 28, 1977 with <br />plans and information received through August 11, 1977. <br /> <br />An amendment is hereby approved allowing changes in the sequence <br />of phase development, changes in final contours, the location of the <br />new building and the location of monitoring wells as shown on the <br />plans dated April 28, 1977. Also, approved is the use of centrifuged <br />lime sludge from the City of ~iinneapolis potable water treatment <br />plant as part of the final cover. <br /> <br />The phase and contour changes are made to screen the houses on the <br />west and to provide for early completion so that final cover can be <br />applied. The area of the former sewage sludge drying bed, which <br />has been cleaned and covered with earth, will be used in stage 2 <br />landfill development. <br /> <br />Estimated production of the centrifuged lime sludge is 37,452 tons <br />per year. A maximum of 200 tons per day may be accepted at the <br />landfill. A maximum of 12 inches of the lime sludge may be used <br />as part of the final cover,'the top layer of the final cover must <br />be a minimum of 12 inches of earth suitable for vegetation. W~.en <br />the landfill is completed the lime sludge cap may encourage lateral <br />transmission of gas.
