Otter:

!!e have received, from S. Lunde, an addenduF.~ to yOtlr operatinq olans
which were previously approved by the Count,/ Board.

These c, lans revise the sequence of ooerations so that the work will
oroceed away from the developed area west of the landfill site. The
addendum does not change the basic nature of development or the ca.aacitv
of the landfill site and appears to be in accord with our previous
discussions. We have requested comment on this addendum by the city's
of Anoka and Ramsey.

There are, however, two items of concern. The first relates to what
additional management practices will be emnloyed to control litter on
the upper oortions of fill development..The second concern relates
to the pond at the southwest corner of the fill area which is located
aooroximately 15-20 feet from the base of the hill. Because of potential
accident hazard associated with use of the hill this close to the ?nd,
it might be desirable to consider relocating a portion of the pond
so as to provide a greater physical separation. ! have discussed the
~ossibiiity of pond relocation with the Minneso~a-=~epartment of Natural
Resources, and they have advised me that since the pond is less than
five acres in size (4.3 acres), a U.S. CorDs of Engineers permit is not
needed. They also indicated favorable consideration of the idea of pond
relocation or replacement.

I would appreciate receiving your comments concerning the above. This
addendum will be presented to the Environmental Services Committee of the
Anoka County Comprehensive Health Board at their !.!ay 24, 1977-, meeting (8:00 ?..~i.).

RMH' 11

[f you have any questions concerning this matter, -or'if I-maY be of any
service to you, olease feel free to mall on

Yours very trul~,

· :' .S ;,.~,~..,,~z .'
.'.: ~.-.'::-- ~-,.~ ;' C./ £-'
'Rob~r?H: HUtchisdh
Director, En',ironmental Services
