Case #7: Proposed RamseS Rum River Park: <br /> <br />Council reviewed Park Commission minutes dated December 9, 1982 and Exhibit <br />#2 enclosed in the agenda. <br /> <br />Mayor Gamec stated that Council should know who the volunteer developers are <br />and the fact of how much land does the City want to utilize for this park <br />that might affect assessments. <br /> <br />Councilmember Cox replied that what is proposed would not be a detriment to <br />the City at any time, there is no development planned that could not be <br />changed at a later date and the property is not titled to be a park. <br /> <br />Mr. Schnelle noted that there is a farmer who does want to rent a portion <br />of the subject property again, i <br /> <br />John Bissel - We already have three 50% parks in Ramsey and unless you provide <br />lights at this park, all we will have is another 50% park. Lighted parks <br />are a top priority need in Ramsey. It looks like we are just going to end <br />up with 3 more ball diamonds and we can't maintain the diamonds we already <br />have. Lights and wells at present parks is a high priority. Will DNR <br />allow pumping and irrigating from the River? <br /> <br />Councilmember Cox replied that a park is need at the south end of Ramsey. <br />Park Board recommended that this park be used for Fall sports and we have <br />been in touch with DNR. This park would be at nobody's expense and is <br />Mr. Bissel representing some specific organization? <br /> <br />Mr. Bissel stated that he is just a concerned citizen. <br /> <br />Mayor Gamec stated that $70,000 has been budgeted for improvements to Ramsey <br />Central Park. <br /> <br />Councilmember Cox inquired if there was any problem with laying out 300' <br />along Hwy. 47 for a turn lane? <br /> <br />Mayor Gamec stated that he would have to know cost involved before making a <br />decision. Mayor Gamec requested that Councilmember Cox prepare a package <br />of what is planned and costs involved. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Van Wagner authorizing <br />Staff to inform the party who wants to rent land at the subject location that <br />any land that isn't being utilized by the City next year he will have first <br />priority to rent. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox, <br />Reimann and Van Wagner. Voting No: None. <br /> <br />Case #8: Urban Development Permit Request For Ramsey Commons; Case Of Mr. <br /> Delano Skeim: <br /> <br />Mr. Del Skeim stated that there is a possibility of individual ownership or <br />mixed ownership of Ramsey Commons. If it is mixed ownership, maintenance <br />of on-site sewer will be a cooperative responsibility. <br /> <br />Mr. Berg replied that if there are any sewer problems at this site and they <br />are not maintained properly, the City has the right to correct the problem <br />and assess the cost out to the property owner. <br /> <br />C/December 21, 1982 <br />Page 11 of 21 <br /> <br /> <br />
