Alternatives in order of decreasing desirability by Flintwood I residents. <br /> <br />A. Develop similar to Flintwood I (i.e. 1 acre lots). <br /> <br />B. Develop with single family homes on 1/2 acre lots. <br /> <br />Co <br /> <br />If even further population density is required, develop with single <br />family homes adjacent to Flintwood I and a small number of multi- <br />family homes further East. <br /> <br />D. In all of the above cases. <br /> <br />1. Ail commercial property along Hwy. 47. <br /> <br />2. Half and one acre lots bordering Flintwood I with homes of equal <br /> or greater value. <br /> <br />3. No direct or indirect assessments to Flintwood I caused by <br /> Flintwood II (new development can and should pay its own way). <br /> <br />4. No high speed through traffic. <br /> <br />Will the increased tax valuation of Flintwood II pay for the extra costs <br />of: <br /> <br />A. Utilities <br /> <br />B. Schools <br /> <br />C. Police <br /> <br />D. Fire <br /> <br />E. Maintenance <br /> <br />Mayor Gamec stated that this area is going to become a major traffic area, <br />semiphores have been planned for and widening of Cty. Road 116 has been <br />planned for a long time. <br /> <br />Mr. John Lichter - Stated that devaluation of surrounding properties will <br />not happen overnight -- it will be realized at the time of selling our <br />homes. This level of density will require additional levels of services. <br />There will be a lot more administrative problems. Homeowners associations <br />are no guarantee that the area will be properly maintained; if we wanted <br />to live on Franklin and Cedar, we would have bought property there. Council <br />has to consider: 1. Will increased tax valuation pay for larger expenditures <br />of utilities, police, fire, etc. 2. Preparing a performa income statement <br />to determine return on municipal sewer in the City. 3. Thinking about <br />impact to existing residents -- how would you like this development in your <br />backyard? 4. Previous zoning in this area was one home/acre and the last <br />plan I saw was one home/l/3 acre. It is a little disappointing that I am <br />a member of Park and Rec and Charter Commission and I did not find out about <br />this concept approval request until only one week before the meSting. Hearing <br />notices should also be presented in a more understandable fashion. <br /> <br />Councilmember Schlueter inquired if what Council is reviewing tonight is the <br />sketch plan or concept plan? <br /> <br />C/November 22, 1983 <br /> Page 14 of 21 <br /> <br /> <br />
