Mr. Schnelle noted that there are quite a few communities, like Hopkins, <br />with industries generatin§ hazardous waste and the ability to host hazardous <br />waste facilities and since the most danger involved is in transporting these <br />materials it would seem more logical to locate hazardous waste facilities <br />within these types of communities. Sites, like Ramsey, should only have to <br />accept hazardous materials from close within it's range. These hazardous <br />waste facilities should also be bonded with the State to cover the costs of <br />any problems created by their business. It should also be stipulated that <br />proper facilities be constructed to house these hazardous waste facilities. <br />If Ramsey is to be chosen as a hazardous waste site, then the City might as <br />well strive for additional industrial tax base by offering a tax break to <br />those companies locating adjacent to a hazardous waste site. <br /> <br />Mayor Gamec questionned offering a tax break to companies that generate hazardous <br />waste, that the money saved in transportation costs alone is incentive enough <br />to locate adjacent to a hazardous waste facility. <br /> <br />Councilmember Schlueter requested that the Mayor and Councilmembers fill out <br />the questionnaire that she has provided and return it to her by Monday, <br />September 26, 1983. <br /> <br />Case #4: Review Of Draft Amendment To The Anoka CountS Solid Waste Ordinance: <br /> <br />Council noted the draft amendment to the Anoka County Solid Waste Ordinance. <br /> <br />Case #5: Appointing Of CitS Insurance Agent: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />appoint Conway G. Olson of T.C. Field & Company as Ramsey's Insurance Agent. <br /> <br />Councilmember Schlueter inquired as to Mr. Olson's duties. Mr. Schnelle <br />replied that Mr. Olson will review Ramsey's policies with Staff four times .a <br />year and keep the City informed as to it's loss ratio. Mr. Schnelle noted that <br />Staff is not insurance experts and the Staff relies on the insurance agent <br />as much as the City Engineer and Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann <br />and Schlueter. Voting No: None. Absent: Councilmember Van Wagner. <br /> <br />Case #6: Open Discussion On Computer Uses: <br /> <br />City Accountant Jean Moen presented copies of a report showing how a computer <br />system would be utilized in the City of Ramsey. See Attachment I. <br /> <br />Case #7: Mr. Isakson's Resignation From The RamseS Planning And Zoning <br /> Commission: <br /> <br />Mr. Schnelle informed Council that Mr. Robert Isakson has resigned from the <br />Planning and Zoning Commission, effective immediately. Mr. Schnelle stated <br />that at their special meeting of September 20, 1983, the Planning Commission <br />passed a motion to recommend that Council appoint Mr. Terry Hendriksen to <br />serve out the unexpired term of Mr. Robert Isakson. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />table this case until the next regular meeting of the Ramsey City Council <br />scheduled for September 27, 1983. <br /> <br />Sp C/September 20, 1983 <br /> Page 4 of 5 <br /> <br /> <br />
