City Attorney Goodrich stated that Mr. Mattson is present <br />at this meeting as a result of Council's direction at their <br />last meeting to negotiate bond sale for financing of 1983 <br />improvement projects. <br /> <br />Mr. Mattson stated that State law allows for issuance and <br />negotiation of bonds up to $300,000 or less and in this <br />case the General Obligation bonds are for $170,000. <br /> <br />Mr. Mattson presented computer run-off showing cash flow <br />for this proposed bond issue as informational material. <br />Mr. Mattson also presented submitted for Council's action <br />Juran & Moody"s contract which had been executed by Juran & <br />Moody and would have to be executed by the City of Ramsey. <br />He also submitted to Council, a proposed resolution which <br />Council would have to adopt. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember <br />Van Wagner to adopt Resolution ~83-131 to award the sale of <br />$170,000 General Obligation Improvement Bonds For 1983 to <br />Juran & Moody, Inc. (Please refer to resolution file for <br />Resolution #83-131). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers <br />Reimann, Sorteberg, Schlueter and Van Wagner. Voting No: <br />None. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember <br />Van Wagner to adopt Resolution ~83-132 to enter into a contract <br />with Juran & Moody for the sale of $170,000 General Obligation <br />Improvement Bonds for 1983 dated August 15, 1983. (Please <br />refer to resolution file for Resolution 983-132). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers <br />Sorteberg, Reimann, Schlueter and Van Wagner. Voting No: <br />None. <br /> <br />City Attorney Goodrich requested that Mr. Mattson inform Council <br />just what it would take to change Ramsey's rating from BAA to A. <br /> <br />Mr. Mattson stated that Moody Rating Service likes to see a <br />real good industrial and commercial base mixed in with residential, <br />a population of over 10,000 and strong managment - which is <br />represented by no change in City Staff, City Administrator and <br />other professional staff. Mr. Mattson noted that where there is <br />a constant changeover in city staff, it~tends to hurt the city <br />management image. Mr. Mattson also commented that charters have <br />tied the hands of Council and residents in the cities of Lino <br />Lakes and Mounds View. He stated that Moody looks negatively <br />on large cities with no municipal sewer and water, even though <br />the city is getting by without it and doesn't need it because <br />20 years down the line they might need the sewer and water and <br />it will have to come about at a much greater cost. <br /> <br />Case #1: Development Of Raudio Dedicated Land Into Recreational Area: <br /> <br />Mr. Cox was requesting preliminary ingress/egress approval in order to facilitate <br />Waste Management access to the property in order to grading for ballfields. <br /> <br />Sp C/August 15, 1983 <br /> Page 2 of 5 <br /> <br /> <br />
