b) Quarterly Revenue and Expenditure Report for June 1983 - Council noted. <br /> <br />Mayor Gamec arrived at this time. <br /> <br />c) Budget Adjustments (Over/Under) for 1983 Operational Budget - <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg to <br />adopt Resolution #83-121 approving the budget adjustments to the 1983 operational <br />budget which is attached as an enclosure to this resolution. (Please refer to <br />resolution file for Resolution ~83-121and enclosure 1 containing adopted budget <br />adjustments to the 1983 operational budget). <br /> <br />Further Discussion: Mr. Schnelle noted that during Citizen Input, Ms. Bauer- <br />kemper requested that Charter Commission portion of the budget be reduced. <br />Mayor Gamec stated that he prepared the proposed Charter Commission budget and <br />after more research he has determined that the employee figure noted in that <br />budget can be reduced by approximately $1000; professional services and printing <br />costs projected are still debatable; $20 fee for training of election judges can <br />be deleted. Councilmember Schlueter inquired if a budget could be set at $5000 <br />in order that this resolution can be passed tonight. Mayor Gamec stated he <br />thought $7000 would be more realistic. Ms. Bauerkemper stated that she does not <br />know why so many judges would be required for a special election regarding the <br />charter, that others cities with populations of 30,000 use only 3 judges for <br />special elections. City Accountant Moen explained that it is important to <br />resolve this issue, that it affects the 1984 budget and the accounting department <br />is on a tight schedule. Council consensus is to go with a Charter Commission <br />budget of $5000 and adjustments can be made if necessary. Councilmember Schlueter <br />inquired as to why Ramsey Resident is noted in budget. City Accountant Moen <br />explained that that figure is for legal fees and miscellaneous that were not <br />covered by the advertising monies collected and they will continue to be in the <br />budget until the lawsuit is settled. Councilmember Schlueter raised a question <br />regarding Community Sign at $175. City Accountant explained that is a fee of <br />$25/month paid for changing notices on the sign. Councilmember Schlueter <br />referred to the Unallocated category and reference to 'contribution of activity <br />bus for 1983-1984 school year'. Councilmember Schlueter stated that the wording <br />in the budget should be changed, that the money was not for an activity bus but <br />for extension of the community school program. Mr. Schnelle agreed that the <br />wording would be changed to reflect extension of the community school program <br />and not for an activity bus. Councilmember Schlueter referred to Parks Fund, <br />Line #1143 and the figure $15,000. City Accountant Moen explained that it was <br />a typographical error, that it should read $5,000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />d) Adoption of Budget Calendar For Pre~arin~ ~84 Revenue Sharip~, General <br /> Operational~ Park and Recreation Budget - <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Schlueter to <br />adopt Resolution 98~]22 approving of the budget calendar for the preparation <br />of the ~84 Revenue Sharing, General Operational and Park and Recreation Budgets <br />for 19~. (Please refer to resolution file for Resolution ~2). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner.
