#3 - Municipgl ~articipation - We are proposing that the area to the north <br />be conveyed by deed to the City on the condition that the City utilize that <br />land for a public golf course. The City , in turn, would immediately and by <br />contract convey that land for $1.00 to an individual (Wes Bulen) who would by <br />contract agree to construct and maintain a golf course on that land and that <br />land would also go on the tax roles. The current owners of that land would <br />then be entitled to a tax deduction for their donation to the City which <br />would enable them to justify reducing the number of lots from 35 to 20; the <br />City would have the leverage of requiring that the golf course be public;and <br />the developer of the golf course receive free land which is an important <br />write down with regards to cash flow, collateral and borrowing power. <br /> <br />#4 - Commercial - A certain parcel is in conformance with the Comprehensive <br />Plan as commercial which is where the clubhouse/restaurant will be located. <br /> <br />#5 - Easements - The back portion of some of the lots (3) in White Pine <br />Estates would be quite useable for golf fairways and probably do not need <br />municipal approval to acquire private easements but we are bringing it to <br />the City's attention because this added land adds to the overall land area <br />of the proposed PUD. Mr. Dom noted that lower density is permitted when <br />you have multiple land uses. <br /> <br />Mr. Dorn requested that Council look at the concept, inform the developers <br />of their opinion by resolution and then the developers can come back with <br />a specific plan to meet that concept. Mr. Dorn noted that P&Z has given <br />conceptual approval and the Park Commission has recommended use of the City <br />park towards the project at a special meeting on Tuesday, July 26, 1983. <br /> <br />Councilmember Sorteberg inquired as to how the developers expected to get <br />Metro Council's approval of a density of one in six. <br /> <br />Mr. Dorn stated that Metro Council has a plan for deviations. The proposal <br />is, in general, separate of the Comprehensive plan and it will probably not <br />require Metro Council review. <br /> <br />Dennis Donovan - Stated that Mr. Dorn has reflected the Park Commission's <br />views and reaffirmed that the Park Commission feels this would be t~he best <br />use of White Pines Park. Mr. Donovan also noted that the City should have <br />some assurance that the golfing fees are in line with those of other public <br />golf courses to assure maximum use of the course by the public. <br /> <br />Mr. Dorn noted that useage of park land on a fee basis would produce revenue <br />for the City. <br /> <br />Mr. Donovan stated that there was a representative of DNR present at the <br />Park Commission's special meeting of July 26, 1983 and he also felt that <br />it would be an excellent use of White Pines Park. <br /> <br />Mr. Dorn stated that he would like to see a motion from Council stating their <br />conceptual approval to these basic concepts of density, use of park land, <br />and land useage. <br /> <br />Mr. Goodrich stated that Council cannot approve the density proposed. <br /> <br />Mr. Dom reiterated that he just wants Council's approval of the concept, <br />that the developers do not want to invest any more money into the project <br />until they Council's feelings on the project. <br /> <br />C/July 26, 1983 <br />Page 19 of 25 <br /> <br /> <br />
