Mr. Burggraaff suggested that this issue be discussed with the City Attorney <br />to make sure the language is exact when setting up that escrow fund and <br />noted that those funds would be restricted and limited until the tower is <br />built. <br /> <br />Mr. Burggraaff stated that financial planning, land use planning and general <br />development planning go hand in hand and cited Richfield as an example of <br />not following a master plan and now their commercial/industrial and residential <br />development are not in balance. Mr. Burggraaff stated that this situation <br />did not affect the citizens right away because the City obtained more State <br />aids, but now those State aids are being cut back again and now the citizens <br />of Richfield are facing cut backs in services and sharp increases in property <br />taxes. <br /> <br />~'Ir. Burggraaff stated when a community is making a decision as to how much <br />development to promote, the following considerations should be made,because <br />the greater the development -- the greater the risk: <br /> <br />a. location <br />b. what are the demands <br />c. developer interest <br /> <br />Mr. Burggraaff also noted that if a city has prime land for development, the <br />city is in a good bargaining position re~ardin~ requiring escrows and letters <br />of credit. <br /> <br />Mr. Schnelle stated that if Ramsey is going to start recognizing all the demands <br />for services from it's citizens, the City is going to have to encourage more <br />tax base. <br /> <br />Mr. Burggraaff noted that a mill rate in Edina brings in more money to that <br />City than a mill rate in Richfied does because Edina planned for commercial <br />and industrial in their land use. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg to <br />adjourn the special Gouncil meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Schlueter <br />and Van Wagner. Voting No: None.
