He also expressed concern about the
concrete filling with moisture from freezing and thawing, as these will be crosswalks.

Assistant Public Works Director Olson indicated staff will make sure the concrete gets broomed
heavily so it does not lose it texture.

Councilmelnber Pearson inquired about the effects of salt on the cement.

Assistant Public Works Director Olson replied this is much different than regular concrete and
will drain just as well as the rest of the streets.

Counci lmelnber Kurak clarified the color will be mixed in with the cement and will not flake off.

Assistant Public Works Director Olson responded in the affirmative.

Assistant Public Works Director Olson reviewed the trail and sidewalk plan for Ramsey Town
Center. He explained there was originally a ten foot trail planned along the houses with fi'ont
doors facing Rarnsey Boulevard and CR 116. The developer would like to change this to an
eight foot wide concrete sidewalk. This would be a combination of right-of-way and easement.

Counci lmember Zimmen~an expressed concern with utilities being dug up in the right-of-way.

Assistant Public Works Director Olson replied the utility companies would have to repair the
sidewalk if they were to tear it up. He explained this was originally planned for a ten foot wide
trail. With the eight foot wide concrete, four feet would be easement and four feet would be
right-of-way. There would still be a boulevard.

Councihnember Cook noted the utilities could be pushed under the sidewalk.

The consensus of the Council was to approve of the change from the ten foot wide trail to an
eight foot wide sidewalk as requested by the developer.

City Council Work Session/March 30, 2004
