Councihnember Kurak inquired about the realignment. <br /> <br />Assistant Public Works Director Olson explained there would be a shift of about 200 feet, which <br />would produce the land available to provide a berm or some naturalized look, but that could be <br />years away. <br /> <br />Councilmember Kurak stated she is not comfortable with the City making its own standards. <br /> <br />Councihnember Elvig asked what options are available for noise mitigation. <br /> <br />Associate Planner Wald explained there are several different options such as vegetation, <br />berming, and different types of fencing, and a combination of all three. Rivenwick has tried to <br />shift the units as much as possible and provided more ponding along Highway gl0. In addition, <br />the windows will help with sound before it gets into the units. <br /> <br />Councihnember Pearson commented Mr. Shulte said they would be putting in more sound <br />barriers in the houses and soundproofing the walls. Also, in addition to the landscaping and <br />fencing, they might be able to berm. His personal opinion is that he does not like the big high <br />fences, and it would block the commercial property in this area. <br /> <br />Councihnember Strommen asked if the fence would be in the commercial or residential area. <br /> <br />Associate Planner Wald replied the fence would go a little into the commercial area. <br /> <br />Counci hnember Elvig asked if this will affect the whole corridor along Town Center. <br /> <br />Assistant Public Works Director Olson explained the commercial area in Town Center wants <br />exposure and does not want sound protection. Staff is comfortable allowing that to move <br />forward as is. <br /> <br />Councihnember Cook noted the way the buildings are designed will cut down the noise that goes <br />to the residents. <br /> <br />Councihnember Stromrnen asked how much the measures such as the windows, fencing, and <br />landscaping fi~ctored into the sound mitigation study. <br /> <br />Assistant Public Works Director Olson replied the study indicated a 15 foot wall could be done, <br />in combination with berming and a wall on top of the berm. This is similar to Birch Hill Lodges <br />where there was a lot of berm area, however, they decided they did not want to use the land in <br />that particular use and put the wall up instead. Staff asked SRF to see if there was vegetation that <br />would help out the sound and SRF suggested vegetation does not do a lot for sound, although it <br />does for sight. <br /> <br />Counci hnember Strommen asked if the study factored in the interior of the building. <br /> <br />City Council Work Session/March 30, 2004 <br /> Page 8 of 12 <br /> <br /> <br />
