Councihnember Zimmerman requested a perspective on the costs that would be anticipated for
these services.

Assistant Public Works Director Olson replied the rate being charged for this service is hourly;
he would expect a charge from 1 to 5 hours per week.

Councihnember ZilnmelTnan questioned costs on a project such as D.R. Horton.

City Administrator Norman replied that information can be provided in the weekly update. He
explaincd with this Review Board members will only be present as they are needed, and there
will likely be a lot done by conference calls.

Councihnember Cook commented at five hours per week the cost of this consultation would be
$9,100 for one year of consultation. If that is stretched to three or four years to build out it would
be approximately $30,000 or $40,000 over the life of the construction. This would be money
well spent to know the City is getting what they want.

Assistant Public Works Director Olson explained the consulting time required will depend on the
issues.

Councilmember Kurak questioned what the consultant will be looking at.

Assistant Public Works Director Olson explained Ms. Anderson would offer the City the
expertise to make sure the answers staff gives to the Planning Commission and Council make
sense fi'om an architectural standpoint. If Town Center is giving architectural reasons for
something that are not in his knowledge Ms. Anderson can offer expertise as to if Town Center is
making a reasonable request, and why they might not be able to accommodate what is shown as
thc vision for this plan.

Councihnen]ber Cook commented an architect would know some of the products and materials
that arc available and can be used. For example, roads and street signs will be a collaborative
effort between the City and Town Center and they will want it all to match well together. He
noted when the Council discussed concrete earlier the architect may have had infom~ation
regarding this.

Mayor Gamec stated the cost of this consulting work is a good price.

Motion by Councilmember Elvig, seconded by Councilmember Cook, to enter into an agn'eement
with Kathy Anderson with Architectural Consortium LLC for commercial architectural
consulting services as it relates to the Town Center Review Board.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Kurak, Pearson,
Strommen, and Zimmerman. Voting No: None.

City Council/March 23, 2004
