Anoka Planning Director Braun explained Anoka is a bit behind Ramsey in terms of planning, <br />but they are determined to catch up. They would like to utilize some of the expertise Ramsey has <br />acquired in going through this process. <br /> <br />Councilmember Kurak stressed the need to have the Councils included in discussions, rather than <br />only staff. She suggested a small group of Councilmembers and staff on each city work together <br />on this issue, and that representatives of Burns Township, St. Francis and Elk River be invited to <br />come to the meetings as well. <br /> <br />Anoka Mayor Skogquist expressed concern that a group that is too large makes it difficult to <br />focus on the issues. He suggested the cities of Ramsey and Anoka work on the issues before <br />including other cities. <br /> <br />City Administrator Norman agreed that this group be limited to the cities of Anoka and Ramsey <br />at this time. He noted the staffs of Ramsey and Anoka have worked well on many projects <br />together. <br /> <br />Anoka Planning Director Braun requested Ramsey share any information they have acquired that <br />would assist Anoka in their research. <br /> <br />Anoka Mayor Skogquist explained currently the City of Anoka does not have a relationship with <br />The Tinklenberg Group, as they have been working on determining their priorities. When they <br />get to the point where outside help is needed they will consider The Tinklenberg Group again. <br /> <br />Mayor Gamec directed City Administrator Norman to update the Ramsey City Council on <br />communications between Anoka staff and Ramsey staff concerning the issue of the road <br />improvements. <br /> <br />Anoka Councilmember Pierce agreed to accompany Councilmembers Cook and Kurak to meet <br />with the residents concemed with the traffic congestion. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Fiscal Disparity Funding. <br /> <br />Anoka Councilmember Weaver stated the cities of Anoka and Ramsey are significant gainers <br />fi'om fiscal disparity funds, and they need to make sure those that represent them in the <br />legislature know how strongly they feel about this issue. <br /> <br />Councilmember Zimmerman suggested each city draft a resolution concerning this issue. <br /> <br />Mayor Gamec directed Ramsey staff to draft a resolution concerning fiscal disparity funding. <br /> <br />Anoka Mayor Skogquist directed Anoka staff to draft a resolution concerning fiscal disparity <br />funding. <br /> <br />City Council/March 8, 2004 <br /> Page 5 of 6 <br /> <br /> <br />
