Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Public Hearing on the 2004 Annual Street Maintenance Program <br /> <br />Presentation <br /> <br />City Engineer Jankowski explained this public hearing is concerning Improvement Projects #04- <br />01 through 04-14, which comprise the 2004 Annual Street Maintenance Program. The City has a <br />considerable investment in the 145 miles of bituminous street for which it is responsible. It is <br />estimated that the replacement costs of the bituminous and street base approach ten million <br />dollars. The City has established the practice of applying timely preventative maintenance to the <br />pavements to preserve this investment. In general, the typical bituminous street maintenance <br />cycle consists of construction at year 0, sealcoat at year 5, sealcoat at year 12, overlay at year 19, <br />and sealcoat at year 24. Budget constraints and pavement conditions are factors which alter the <br />actual schedule from the typical schedule. He noted in the State of Minnesota, the average length <br />of time before the first overlay is put on a bituminous road is 15 years, while the City of Ramsey <br />is averaging 19 years before the first overlay. The City policy previously was to assess the total <br />cost of the maintenance programs. Beginning in 1991, the City changed the policy and currently <br />assesses 50 percent of the total project cost, with the City financing the remaining half. <br /> <br />City Engineer Jankowski explained this year's program consists of 14 individual projects, <br />covering 19.2 miles. Twelve projects involve crackfill/sealcoat projects covering 17.54 miles of <br />roadway. Two projects involve a 1 ½ inch bituminous overlay covering 1.66 miles. The total <br />cost of all improvements are anticipated to be $329,205, of which $20,438 will come from <br /> <br />City Council/March 9, 2004 <br /> Page 4 of 22 <br /> <br /> <br />
