He does not see who they can waffle on both of these scenarios because <br />of the fiscal impact. <br /> <br />Councilmember Strommen stated she agrees they need to deal with the commercial <br />node. The goals, however, are to create, adopt, and begin implementation of a plan. <br />They do not yet have that plan in place and it makes her nervous to move forward on <br />this without that plan. The prudent thing to do is to plan the development that will <br />take place in that area before they start running pipe up there. Another goal is <br />transportation. It takes her an equal amount of time to get from Ramsey to Coon <br />Rapids as to get from Coon Rapids to downtown. She is worried about putting more <br />development in a City without the infrastructure. In respect to Town Center, she <br />appreciates the analysis on the financial pieces, but in some of the earlier marketing <br />information the City received from Town Center it stated there was enough base in <br />Ramsey now to get this Town Center off the ground. She is a bit reluctant to say they <br />need all this right now for the Town Center because that is not what they were told. <br />She will be wary of spreading themselves too thin on investments. <br /> <br />Mayor Gamec commented as far as developing the roads before there is more <br />development in the City, the development is needed before the state will build the <br />roads. <br /> <br />Councilmember Pearson stated this is an issue that will not go away. He has lived in <br />Ramsey all his life and has seen issues like this come up before and they do not go <br />away. As much as they may not like the proposals they will have to follow through <br />on them. The success of Town Center will depend on the amount of development <br />they get to the north. Regarding the sewer facilities, there are septic systems in the <br />City that are 25 to 30 years old that are reaching the life of the system. He <br />recommends they move ahead on this. <br /> <br />Councilmember Zimmerman commented at this time they do not have any sewer pipe <br />to mention being constructed in Town Center and very little activity going up there. It <br />is being proposed they put in over 30 million dollars of taxpayers' money. He <br />believes they need more light shed on this before they start running a sewer pipe. <br /> <br />City Administrator Norman advised that these projects are not funded by City <br />taxpayers. They are funded through the sewer and water fund and the bonding gets <br />paid off by future homes that are built. <br /> <br />Councilmember Kurak stated the City would bond $7,326,000 for the northeast side, <br />and on the northwest side the City bond would be $4,490,000. The City would have <br />to cover that cost up front. The figures for the WAC reimbursement are significant, <br />but would come up at the time of hook tip assuming most of this is new development. <br /> <br />Assistant Public Works Director Olson explained the WAC charges come in at the <br />time of the building permit, and the SAC charges come in at the time of the final plat. <br /> <br />City Council Work Session/March 16, 2004 <br /> Page 4 of 7 <br /> <br /> <br />
