Some action needs to occur; either the Council can determine not to <br />go forward with the project or decide to go forward with the project. <br /> <br />Councilmember Strommen stated it was clearly stated in the Council's acceptance of <br />the feasibility study that this does not mean they are agreeing they will go forward <br />with the project. <br /> <br />Councilmember Elvig stated if in fact they do not allow other growth and <br />development and the cash flow that brings to the City he guarantees they will have to <br />change their plan on the growth of Town Center or the development will go too high; <br />it depends on the pace at which they put it forth. It can stand on its own weight with <br />the City Hall inside. This is their financial tool for parks and trails and some of the <br />infrastructure they want to do in the City. If they do not have this money behind them <br />they will have to take a slower approach to Town Center. <br /> <br />Councilmember Strommen stated she does not want to start using Town Center as the <br />vehicle for which they have to start doing things. She is not saying she never wants to <br />see this part of the City develop, she is saying a couple of months ago they came to an <br />agreement on a five year plan, which was to do a planning process on the rest of the <br />City. Now they are saying they should go forward with the pipe. She wants to see an <br />orderly kind of development in the rest of the City before they start putting sewer into <br />individual parcels. <br /> <br />City Administrator Norman indicated staff can put together a case on the <br />comprehensive planning process that includes environmental and AUAR studies. It is <br />clear there is not a consensus on all issues. The feasibility study will be placed on the <br />agenda separately for the Council to discuss. <br /> <br />Councilmember Kurak stated to think the commercial node would be the catalyst to <br />move the pipe up is premature. She is not against development, but she is for good <br />planning. There are parts of the City that are not as well planned as they could have <br />been, and she wants to avoid that in the future. They want to make sure when the <br />pipe goes in it goes exactly where it should go so it services everyone, not just that <br />little core.
