APPROVE AGENDA <br /> <br />The agenda was approved as submitted. <br /> <br />COMMISSION/COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) TH #10 Corridor Issues <br /> <br />Jodi Ruehle of The Tinklenberg Group explained input and direction is needed from the Council <br />as policy leaders to help staff draft the language that will accompany the official map ordinance <br />(H-1 Highway Business District Ordinance). It needs to be determined how restrictive/non- <br />restrictive the ordinance should be based on discussion and review of information. Advantages <br />and disadvantages to various levels of restrictions will be discussed. <br /> <br />Doug Abere of MnDOT reviewed the report titled "Establishing an Official Map Along TH 10 in <br />Ramsey." He explained this report is a guidance document and good information on how this fits <br />into the big process of making improvements to TH 10. Converting TH 10 into a freeway needs <br />to be considered. Official maps allow access of the Right-Of-Way Official Loan Fund (RALF), <br />which is administered by the Met Council. He stated this is a good tool the City can use for land <br />use control, which should have a lasting value. <br /> <br />Ms. Ruehle reviewed the following: <br /> <br />· RALF application processes <br />· Process for Site Plan Approval within an Officially Mapped Area <br />· Sample Scale of Options with restrictions as part of the Official Map Ordinance <br />· Draft schedule of activities <br /> <br />Ms. Ruehle advised it is important to strike a balance that accomplishes the goals of the map but <br />still allows the citizens and businesses to utilize their property and make some improvements. <br /> <br />Mayor Gamec inquired if the RALF program only has a certain amount of monies available. <br /> <br />Ann Braden of Met Council presented an overview of the RALF funding program. She <br />explained the program has been in effect for 20 years and there has always been enough funding <br />available for requests when they come in. She explained the program requires a willing seller. <br /> <br />City Attorney Goodrich inquired if RALF funding could be utilized for a condemnation. <br /> <br />Ms. Braden replied there is only one time that came close to happening, the situation unraveled <br />and it did not occur. <br /> <br />Joint City Council/Planning Commission <br />Work Session/March 16, 2004 <br /> Page 2 of 7 <br /> <br /> <br />
