· The possibility of creating a highway zone on both sides of the Highway <br />· The possibility of creating two different zones, such as B-2 and B-3 <br />· New development combining their access point with the neighboring property <br />· Restricting properties that are noise sensitive or attract a lot of traffic <br /> <br />Associate Planner Wald noted the consensus of the Commission and Council seems to be to look <br />at permitted uses and square footage, taking into consideration location to the railroad and <br />accesses. She indicated this will be brought back to the Planning Commission at the April 1st <br />meeting and to the City Council in April. <br /> <br />Commissioner Van Scoy inquired if the subdivision of existing lots can be restricted. He noted <br />there is currently a minimum 1/2 acre lot and some of these areas are two acres or better. <br /> <br />Assistant Public Works Director Olson noted if a subdivision is done it can be requested that <br />only one access point be utilized. <br /> <br />The meeting was recessed at 8:42 p.m. and reopened at 8:51 p.m. <br /> <br />2) Development Opportunity Process/Comprehensive Planning <br /> <br />City Administrator Norman explained a recent request was received for a comprehensive plan <br />amendment to extend Metropolitan Urban Services Area (MUSA) west of Sunfish Lake <br />Boulevard adjacent to the recently approved Alpine Acres subdivision. During the consideration <br />of the project, the Planning Commission requested a more comprehensive approach to growth. <br />He explained at a recent long-range strategic planning session, the City Council discussed growth <br />in the City and had developed goals that allow municipal growth to "Opportunity Development". <br />The Council will soon begin a comprehensive plan process that will allow for a large study for <br />these Opportunity Development projects to proceed. The City Council had requested the <br />opportunity to discuss the long-range vision with the Planning Commission. <br /> <br />Mayor Gamec stated there are many landowners that would like to sell their land and are getting <br />to the age where they are saying the land is their bankroll and investment. There is also a lot of <br />pressure from developers on the larger parcels. It is a very frustrating time in how to deal with <br />this, and they know they need to plan it and make it happen right. The Council will be doing a <br />study and looking at the Comprehensive Plan, which is a big undertaking. <br /> <br />City Administrator Norman indicated the Planning Commission has a large role in the planning <br />process in relation to Goal Three. <br /> <br />Councilmember Elvig noted the Planning Commission just received the goals of the Five Year <br />Plan tonight, so they have not had a chance to review them. He explained the Council started <br />with 20 to 25 goals and narrowed it down to those they considered most important.
