request for a feasibility study and ran into issues about the comprehensive sewer plan. They <br />cannot design a system if they do not know where it will go, which is what brought about this <br />discussion tonight. This study was just putting pencil to paper to make sure they know what it <br />would cost, where the money would come from, and whether it can happen. <br /> <br />Councihnember Zimmerman stated this study shows too rapid of a pace and should not have <br />been done until the planning was completed. <br /> <br />Councihnember Strommen stated the issue is the plan for the whole larger area and not just the <br />piece included in the study. This should not be done by request; it should be the Council saying <br />what they want there. <br /> <br />Councilmember Elvig indicated there is a need to start a process for the commercial node. <br /> <br />Councilmember Strommen stated there is a planning process going on for the commercial node. <br /> <br />City Administrator Norman commented the City should have been discussing this planning <br />process a couple of years ago. The 1998 plan should have been adopted in 2000, and it was not <br />adopted until 2001. Now they have the pressures and the feasibility study request in front of <br />them. He does not know if they are unlike a lot of cities in the metro area. They do not have the <br />foresight and manpower and end up reacting and find themselves behind. <br /> <br />Commissioner Watson questioned where the most pressure is coming from. <br /> <br />Mayor Gamec noted a lot of the pressure is coming from landowners. <br /> <br />Councilmember Elvig indicated he has gotten a lot of pressure in his district from the <br />commercial area. There is also pressure from property owners who can sell their property but not <br />for nearly what they can with sewer and water. <br /> <br />Councilmember Strommen stated it is not the City's responsibility to provide sewer and water so <br />someone can get maximum value for their property. <br /> <br />Commissioner Johnson commented this is very complex. He spent 14 years on the Planning <br />Commission in the city of Anoka with sewer and water in place, and when sewer and water is <br />dealt with it gets much more complex. A lot of this work can be done by the Planning <br />Commission before it comes to the Council. <br /> <br />Commissioner Brauer concurred. <br /> <br />The consensus of the Council was that the Planning Commission define the action steps for Goal <br />Three of the Five Year Strategic Plan, which will be brought back before the Council for review. <br /> <br />Joint City Council/Planning Commission <br />Work Session/March 16, 2004 <br /> Page 6 of 7 <br /> <br /> <br />
