Updated Surface Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />III. REGULATORY REQUIREMENTS AFFECTING PLAN <br />The following is a brief summary of the primary Statutes and Rules governing storm water <br />management in the 7-County metropolitan area. These requirements establish and control the <br />content of this plan and cite objectives regarding surface water management: <br />A. Minnesota Rules Chapter 8410.0170 <br />These rules outline the structure of a SWMP. Each SWMP must have the following at a <br />minimum: <br />1. A purpose statement outlining the purposes of the water management programs <br />required by MN Statute sections 103B.205 - 103B.255. <br />2. A section of water resource related agreements <br />3. A land and water resource inventory (required by part 8410.0060) <br />4. A section on the establishment of policies and goals <br />5. A section on assessment of problems <br />6. A section on corrective actions <br />7. A section on financial considerations <br />8. An implementation program discussing which components of the implementation <br />program the City will prioritize <br />9. A section on the City's amendment procedures <br />This document is intended to meet these rules and hence each requirement is included. <br />B. Minnesota Statute 103B.235 <br />This state law predates Minnesota Rule 8410 and includes additional requirements as <br />follows: <br />1. Subdivision 1 - Requirement states that the City of Ramsey is required to submit <br />a watershed management plan because it is within the 7-County metropolitan <br />area. <br />2. Subdivision 2 - Contents states that the SWMP shall: <br />a. Describe existing and proposed physical environment and land use; <br />b. Define drainage areas and the volumes, rates, and paths of storm water <br />runoff; <br />c. Identify areas and elevations for storm water storage adequate to meet <br />performance standards established in the watershed plan; <br />d. Define water quantity and water quality protection methods adequate to <br />meet performance standards established in the watershed plan; <br />e. Identify regulated areas; and <br />f. Set forth an implementation program, including a description of official <br />controls and, as appropriate, a capital improvement program. <br />3. Subdivision 3 - Review states that, after consideration but before adoption by the <br />governing body, the City shall submit its SWMP to the area water management <br />Section III <br />March 20, 2015 Page 8 <br />
