Updated Surface Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />not be disturbed as part of the development and areas that will not be disturbed <br />according to the time frames and slopes specified in the NPDES General <br />Construction permit Part IV.B.2, shall be seeded with temporary or permanent <br />cover before commencing the proposed land disturbing activity. <br />2. Where one (1) or more acres of disturbed soil drain to a common location, a <br />temporary (or permanent) sediment basin must be provided prior to the runoff <br />leaving the site or entering surface waters. The basins must be designed and <br />constructed according to the standards in the NPDES General Construction <br />Permit Part III.B. <br />3. The Permittee or applicant must ensure final stabilization of the site in <br />accordance with the NPDES General Construction Permit requirements. The site <br />will be considered as having achieved final stabilization following submission of <br />Certificate of Completion by the permittee or applicant, and inspection and <br />approval by the City. <br />H. Non -Degradation Rulemaking <br />The MPCA is currently going through due process to update its non -degradation <br />rulemaking effort and amend the state rules governing the non -degradation of waters <br />(Minn. R. 7050.0180 and 7050.0185). Rules protecting Outstanding Resource Value <br />Waters were adopted in 1984, while rules governing non -degradation of all waters were <br />adopted in 1988. Since then, there have been many changes to the state and federal <br />structure for water protection and to the understanding of water quality. The MPCA <br />intends, with the assistance of a significant stakeholder effort, to thoroughly investigate <br />the issues associated with non -degradation of waters, and to adopt rules that will address <br />those concerns. <br />The MPCA has already taken the first steps in the rulemaking process by publishing two <br />Requests for Comments regarding our intent to amend the current non -degradation <br />rules. These Requests for Comments were published in the State Register on January 29, <br />2007, May 29, 2007 and February 25, 2013.3 <br />This language was copied from the MPCA website in January 2015.
