Updated Surface Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />protected under Ramsey City Code Chapter 117, Article II, Division 4, <br />Subdivisions II and V Respectively. 2. <br />Ramsey City Code Section 117-252 regulates bluff land and river land <br />development in order to protect and preserve the outstanding scenic, recreational, <br />natural, historical, and scenic values of the Rum River in the city of Ramsey in a <br />manner consistent with Minnesota Statutes, § 104.31 - 104.40, Minnesota <br />Regulations NR78-81, and the Management Plan for the Rum River <br />(6 MCAR 1.2700 - 12720). <br />The City has an Environmental Policy Board that has been actively documenting <br />and mapping the City's existing natural features, through a Natural Resources <br />Inventory and a Wetland Functions and Values Assessment, including: <br />a. Native prairie communities <br />b. Woodlands <br />c. Functions and values of wetlands <br />d. Rare and endangered species <br />e. Historic and heritage buildings and features <br />Their report, which may be found on the City website, is included in this <br />document by reference. NEED TO ADD WEB PAGE <br />The Scenic River Land Use District is divided into two areas designated as the <br />Urban Area Overlay District, or Rural Area Overlay District and are covered <br />under City of Ramsey Code Section 117-254. <br />Pollutant Sources <br />The City of Ramsey has one closed landfill (the Anoka Regional Solid Waste <br />Facility). The MPCA keeps the records. The City is not aware of any other <br />landfills. <br />There was a high nitrate area east of Armstrong Boulevard between 158' Avenue <br />and 161st Avenue that was attributed to agricultural activity. There was a hog <br />farm west of TH47 at 157t' Avenue. The City does not have any permitted <br />wastewater discharges. <br />The City does not keep a list of storage tanks. These records are currently kept at <br />the Anoka County Environmental Services office. <br />The MPCA "What's in My Neighborhood?" website lists known and potential sources for soil and <br />groundwater contamination. The majority of the sites listed are Voluntary Investigation and Cleanup <br />(VIC) sites. There are 215 sites listed in Ramsey. A text based search for Anoka County and Zip code <br />55303 will list over 600 permits; however, some of the addresses were in the Cities of Anoka or Andover <br />which share a zip code with Ramsey.
