Updated Surface Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />V. GOALS AND POLICIES <br />Problem Statement <br />The increase in developed areas within the community, with its associated runoff and sediment - <br />related pollutants will have an impact on wetlands and other water resources including the Rum <br />River and Mississippi River. <br />Mission Statement <br />The City of Ramsey, in cooperation with the LRRWMO, Anoka County, state and federal <br />agencies, will prepare a watershed plan which will accommodate anticipated community <br />development and redevelopment while providing clear direction to the developers for controlling <br />the quality and quantity of storm water runoff and properly managing surface and groundwater <br />resources and the physical habitat of existing wetlands, lakes and the Mississippi and Rum Rivers <br />in a consistent fashion. The City is committed to a goal of no adverse impact to, and <br />nondegredation of, its water resources. <br />Goals <br />This plan identifies several specific goals to control the City's water resources planning and <br />management functions. The goals of this plan were established in accordance with the purposes <br />of the water management programs required by Sections 103B.201 to 103B.251. <br />Policies <br />Each goal has several corresponding policies. A policy is a governing principle that provides the <br />means for achieving established goals. <br />Standards <br />Standards are an extension of the policies. They provide specific, detailed guidance regarding <br />water management practices. Plan standards are included in the Implementation Program <br />(Section VIII) of this document. <br />A. Water Quantity <br />The following runoff quantity goals and policies are considered part of this plan. <br />Goal 1: Control flooding and minimize public capital expenditures. <br />Policy 1.1: Natural storm water storage areas and manmade detention areas <br />should be utilized to control flooding. <br />Policy 1.2: The storage capacity of the natural drainage system will be <br />utilized to control rates of runoff. The City will jointly define <br />and adhere to flow rates at municipal boundaries as established <br />in this plan. <br />Policy 1.3: The City will pursue regional detention wherever targeted land <br />acquisition opportunities arise. <br />Policy 1.4: All hydrologic studies will be based on standard hydrologic <br />criteria and ultimate or anticipated development of the entire <br />tributary drainage area. <br />Section V <br />March 20, 2015 Page 38 <br />
