Updated Surface Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />Policy 3.5: Activities related to recreation, fish and wildlife should be <br />consistent with the Anoka County Regional Park objectives and <br />the City's comprehensive plan. <br />Policy 3.6 The City supports the establishment of native vegetation around <br />sedimentation ponds and wetlands following disturbance, and <br />when new ponds are created whenever possible. <br />D. Public Participation, Information and Education <br />Goal 4: Increase public participation and knowledge in management of the water <br />resources of the community. <br />Policy 4.1: The City must call an annual meeting to discuss its SWPPP as <br />part of its MS4 permit. This opportunity will be used to discuss <br />water resource issues affecting the City. The City will explore <br />avenues to increase notification and publicity of this annual <br />meeting. The City will consider holding a special meeting <br />coinciding with major flooding events. <br />Policy 4.2: The City will utilize available resources and input from the <br />public to address local water resources issues. <br />Policy 4.3: Citizen lake water quality monitoring is encouraged and <br />supported by the City. <br />Policy 4.4: The City supports Anoka County's recreation and educational <br />programs related to the water resources of the community. <br />Policy 4.5: The City will support natural environment programs in the <br />public schools. <br />E. Public Ditch System <br />Goal 5: Maintain the current ditch system to convey water and maintain the current <br />defined maximum flood levels to protect businesses and residences. <br />Policy 5.1: The City will continue to maintain public ditches to provide <br />protection of private property and structures from flooding, <br />provided that such maintenance is in accordance with the <br />Minnesota Wetlands Conservation Act, Minnesota Statute 103E <br />governing agricultural drainage, is acceptable to the U.S. Army <br />Corps of Engineers, and does not adversely affect the value of <br />wetlands or water quality. <br />Policy 5.2: With the exception of County Ditch 66 and County Ditch 43 <br />which have been turned back to the City, Anoka County is <br />recognized as having authority over all public ditches within the <br />watershed in accordance with Minnesota Statute 103E. <br />F Groundwater <br />Goal 6: Promote groundwater recharge and prevent contamination of the aquifers. <br />Policy 6.1: Anoka County is recognized as the lead agency regarding <br />groundwater controls. <br />Section V <br />March 20, 2015 Page 42 <br />
