The Council operates the <br />regional bus and rail system, collects and <br />treats wastewater, coordinates regional <br />water resources, plans and helps fund <br />regional parks, and administers federal <br />funds that provide housing opportunities for <br />low- and moderate -income individuals and <br />families.
