8 <br />The core of the 2010 Master Water Supply Plan remains the same, including: <br />• The rationale for regional water supply planning <br />• Goal <br />• Guiding principles <br />• Key water supply sources and challenges <br />• Statutory roles and responsibilities of the Metropolitan Council and partners <br />Changes between the 2010 and 2015 versions of the Master Water Supply Plan <br />Chapter 1 of the updated plan contains the information provided in Chapter 1 of the original plan, <br />including the rationale and history of regional water supply planning, the legislative mandate, and a <br />summary of benefits of metropolitan area water supply planning process to partners and <br />stakeholders. <br />Chapter 2 of the updated plan contains the information provided in Chapter 2 of the original plan, <br />including the goal and guiding principles. The updated chapter also provides an overview of water <br />supply policies in the updated Water Resources Policy Plan. <br />Chapter 3 of the updated plan contains the water use information provided in Chapter 3 of the original <br />plan (which both discussed use and sources), but updated to reflect more recent information and <br />more detail about water conservation. <br />Chapter 4 of the updated plan contains the water source information provided in Chapter 3 of the <br />original plan (which discussed both use and sources), updated to include more information about <br />wastewater and stormwater reuse. <br />Chapter 5 of the updated plan contains the water supply issue information provided in Chapter 5 of <br />the original plan, updated to include the results of new groundwater flow model scenarios. <br />Chapter 6 of the updated plan contains information about the outcomes to be achieved through <br />implementation of the Master Water Supply Plan. This is new content. <br />Chapter 7 of the updated plan contains information about specific implementation strategies that the <br />Metropolitan Council will implement. This corresponds to Chapter 6 of the original plan, although <br />more detail is provided and strategies are more closely aligned with the Metropolitan Council's <br />updated Water Resource Policy Plan policies. <br />Chapter 8 of the updated plan contains information about the roles and responsibilities for water <br />supply planning in the region. This chapter expands on the information provided in Chapter 4 of the <br />original plan. <br />How the Master Water Supply Plan guides local planning <br />The Master Water Supply Plan provides communities in the region with planning assistance for water <br />supply in a way that: <br />• Recognizes local control and responsibility for owning, maintaining and operating water systems <br />• Is developed in cooperation and consultation with municipal water suppliers, regional <br />stakeholders and state agencies <br />• Is approved by the Minnesota Department of Natural Resources <br />• Protects critical habitat and water resources over the long term <br />• Meets regional needs for a reliable, secure water supply <br />• Highlights the benefits of integrated planning for stormwater, wastewater and water supply <br />• Emphasizes and supports conservation and interjurisdictional cooperation <br />WATER SUPPLY MASTER <br />PLAN- Draft June 2015 <br />
