Responsibilities <br />Master Water Supply Plan Implementation <br />• Partner with the Metropolitan Council to provide guidance to communities for considering source <br />water protection in local comprehensive plans <br />• Administer the code governing wells, certify well operators, and in partnership with DNR issue <br />permits that are consistent with DNR preliminary well screening criteria and MDH requirements <br />Additional water supply -related activities <br />• Monitor public drinking water supplies for contaminants regulated under the Safe Drinking Water <br />Act <br />• Educate water suppliers about public health and drinking water, including water supply <br />management and protection <br />• Assist local government, business, and the public in managing risks to and from drinking water <br />supplies through: <br />- Protecting the sources that supply drinking water to the public by mapping drinking water <br />sources, identifying source water areas, identifying risks of impacts to water supplies <br />- Supporting capacity for developing and implementing source water protection plans <br />- Applying groundwater models and interpreting hydrogeology <br />- Identifying interactions between groundwater and surface water <br />- Identifying recharge areas <br />- Identifying potential contaminant sources <br />- Evaluating future water demand <br />- Evaluating risk of land use changes to water quality and quantity <br />• Develop human health guidance <br />• Evaluate and communicate scientific information about the potential for health risks from <br />exposures to newly identified health hazards in drinking water <br />• Identify ambient groundwater quality through initial sampling of private wells <br />• Collect and maintain information for the state about well construction and well logs as it relates to <br />drinking water wells (County Well Index) <br />• Provide cost share funds for sealing unused wells that could become a pathway for contaminants <br />to enter drinking water sources <br />• Oversee, along with the Minnesota Public Facilities Authority, the Drinking Water Revolving Loan <br />Fund <br />• Delegate specific responsibilities for the regulating water wells, monitoring wells, and/or <br />dewatering wells to local boards of health, such as Dakota County, Minneapolis, and Bloomington <br />Minnesota Pollution Control Agency <br />Role <br />The Minnesota Pollution Control Agency's mission is to protect and improve the environment and <br />enhance human health. <br />Responsibilities <br />Master Water Supply Plan Implementation <br />• Partner with the Metropolitan Council to provide guidance to communities to consider source <br />water protection as part of stormwater management <br />WATER SUPPLY MASTER <br />PLAN- Draft June 2015 <br />87 <br />
