P.W. CASE: <br /> <br /> REQUEST FOR MAINTENANCE OF PRIVATE STREET <br />By: Brian E. Olson, Assistant Director of Public Works/Principal City Engineer <br /> <br />Background: <br /> <br />At the October 8th' 2002 City Council meeting, Staff was directed to bring a case to a future <br />Public Works Committee to discuss the possibility of taking Over the maintenance of the private <br />street that serves as access for the townhomes of Rum River Hills. On October 17, 2002, Staff <br />met with the residents of the townhouse association on site. <br /> <br />On November 19, 2002, the Public Works Committee was presented the attached case which <br />addressed some of the issues that were expressed at that meeting. The attached minutes also <br />include a motion to recommend to the City Council that the private street continue to be <br />maintained by the' Rum River Hills Homeowners Association. This recommendation was <br />ratified at the December 12, 2002 City Council meeting. <br /> <br />On October 31, 2003, Staff met with the townhouse association representative to discuss <br />another request to take over the private street that services their subdivision. A list of discussion <br />points is attached to this case that was prepared by the association. <br /> <br />The primary question that was listed on the above mentioned list of discussion points was <br />approximately how much would each homeowner be assessed for a street improvement project <br />if the City required the street to be upgraded to City standards. It is difficult to estimate the Cost <br />of construction on this street since Staff is aware that there may be some soil issues with this <br />particular roadway. <br /> <br />Staff recommends that a soil boring be completed to determine an appropriate depth of road to <br />bring this section up to City code. This recommendation comes at a cost of $400 pursuant to <br />discussions with Northern Technologies, I_nc who would perform this service. Staff had a <br />discussion with Ms. Jan Miskowic and have asked for this cost to be reimbursed by the <br />association. She plans on discussing it with their Board and writing a letter, if approved, <br />agreeing to the expense reimbursement and allowing the work to be done on private property. <br /> <br />Committee Action: <br /> <br />Motion to recommend to the City Council to hire Northern Technologies at a not to <br />exceed cost of $400 contingent upon the Rum River Hills Townhouse Association issuing <br />a letter agreeing to reimbursement and allowing the soil boring to be done on their private <br />property. <br /> <br />Reviewed by: <br />Public Works Director/Fire Chief <br />City Administrator <br />PW: 4/20/04 <br /> <br /> <br />
