PW CASE: 2 <br /> <br />REVIEW CONSTRUCTION OF A SEPTIC PUMPER DUMP STATION IN THE CITY <br /> By: Leonard Linton, Civil Engineer <br /> <br />Background: <br /> <br />Most of the land area of the city is currently outside the MUSA boundary. The cityhas instituted a <br />septic tank pumping ordinance establishing the frequency of pumping required. The pumped <br />mater/al must be disposed of into a sanitary sewer. Currently the nearest dump station is in Coon <br />Rapids. It is in the process of being phased out. <br /> <br />Observations: <br /> <br />Staff has made contact with the Met Council regarding the feasibility of placing a septic pumper <br />dump station in the city. The Met Council/MWCC is in the middle of a study regarding dump <br />stations. They held a meeting with the pumpers as part ofthek study. They would not share the <br />results of this meeting with staff at this time. The study will not be finished for a couple of months. <br />They have developed a sketch plan for a dump station which is attached. They did say a dump <br />station in the northern suburbs is needed. The study may more clearly define the location of the <br />needed station. The plan (which is enclosed separately) covers 0.9 acres and does not show the <br />street access. <br /> <br />The MWCC is looking at placing the first station near one of their plants due to the high volume of <br />solids that result from dumping the truck. They did say the site should be approximately 1-2 acres, <br />be on a 24" or larger sewer line with good flow and have good security. They would entertain a <br />proposal for a station from an interested party, they are not ready to participate in funding a station. <br />They will be better prepared to handle such a request after their study is finished. <br /> <br />Recommendation: <br /> <br />Continue working with the MWCC to choose a location in the City for a septic tank pumper dump <br />station. <br /> <br />Action: <br /> <br />No action necessary at this time <br /> <br />Reviewed By: <br /> <br />Public Works Director <br />Assistant Public Works Director <br /> <br />PW: 04/20/04 <br /> <br />3 <br /> <br /> <br />
