PW CASE: 3 <br /> <br />REVIEW CONSTRUCTION PLANS FOR ELMCREST PARK <br />IMPROVEMENTS <br /> By: Leonard Linton, Civil Engineer <br /> <br />Background: <br /> <br />Elmcrest Park is located in the northeast quadrant of the city. The fields and <br />irrigation were installed several years ago. The play fields have been mowed and <br />maintained since construction. The public has not had access to the park due to the <br />lack of adequate parking facilities. Solicitation for design of the parking <br />improvements was author/zed in late 2003. Staff has been working with council <br />members and the consultant to prepare construction plans. <br /> <br />Observations: <br /> <br /> The plans (enclosed separately) provide 400 parking stalls spread around the <br /> perimeter of the playing fields, providing multiple "Choice parking" spots. The <br /> primary access to this park will be from the north. Currently a fight of way is not <br /> dedicated; however, the owner of the parcels north of the park, John Peterson, has <br /> verbally agreed to let the city use an existing driveway to access the park. The plan <br /> would be to widen the driveway to 24 feet by roiling back the sod and placing 6" of <br /> class 5 and no bituminous. <br /> <br />Recommendation: <br /> <br />Staff` is reviewing the engineers cost estimate and will have a recommendation at the <br />meeting. <br /> <br />Action: <br /> <br /> Motion to recommend forwarding the plans to the full council for solicitation of bids. <br />Reviewed By: <br /> <br />Public Works Director <br />Assistant Public Works Director <br /> <br />PW: 04/20/04 <br /> <br /> <br />
