C. Proposed Mitigation <br />1. Mitigation <br />The proposed No -Build mitigations identified under the No -Build Conditions should be <br />considered as well as the following to improve operations for the 2040 Build condition. <br />Although these changes will improve operations, many of the intersections will still be <br />considered unacceptable. This is due to the large amount of traffic entering and exiting <br />on Bunker Lake Boulevard and Armstrong Boulevard. <br />a) Traffic Control <br />It is recommended that the following changes be made with regard to the traffic control <br />in the study area: <br />Bunker Lake Boulevard & Puma Street <br />• All -way stop control, a 3 legged intersection with two-way stop control, <br />and a roundabout were evaluated at this intersection. Each option <br />operated with adequate levels of service. (short-term) <br />b) Geometric Improvements <br />It is recommended that the following changes be made with regard to the intersection <br />geometry of the study area: <br />Armstrong Boulevard & Bunker Lake Boulevard <br />• Add a second eastbound left turn lane (short-term) <br />• Convert the southerly eastbound through lane into a through -right lane <br />(long-term) <br />• Another option would be an eastbound free -right with an add lane that <br />can be extended to the T.H. 10 North Ramp (long-term) <br />It is recommended that free -rights only be constructed when actually needed due the <br />impact they have on pedestrian movements.
